Recently, Dalian issued the notice of the office of Dalian Municipal People’s Government on further strengthening school bus safety management (hereinafter referred to as the notice) and made corresponding policy interpretation. The notice puts forward specific requirements from three aspects: school bus service scope, school bus approval process and school bus safety management.
Further clarify the concept and service scope of school bus
School bus concept: school bus refers to a passenger car with more than 7 seats that has obtained a use license and is used to pick up and send students receiving compulsory education to and from school. If a kindergarten child cannot be picked up and sent by a guardian or an adult entrusted by him due to special circumstances and needs to be picked up and sent by a vehicle, he shall comply with the regulations on the safety management of school buses and the relevant provisions on the safety management of school buses.
The scope of school bus service has been expanded from rural compulsory education to urban and Rural Kindergartens and compulsory education.
Among them, for rural areas where it is really difficult to ensure the nearby enrollment and public transportation can not meet the needs of students to and from school, governments at or above the county level shall take measures to ensure that students receiving compulsory education have access to school bus services.
If schools and kindergartens in the main urban areas of the city (Zhongshan District, Xigang District, Shahekou District, Ganjingzi District and the main urban area of high tech Zone) have a real demand for compulsory education, and public transport can not meet the needs of students (children) to go to and from school, and need to be equipped with school buses, schools (kindergartens) or school bus service providers can apply to the Municipal Bureau of education for a school bus use license.
Further optimize and standardize the school bus approval process
The notice specifies that the Municipal Bureau of education is responsible for the examination and approval of school buses in the main urban areas (Zhongshan District, Xigang District, Shahekou District, Ganjingzi District, and the main urban area of high tech Zone), and carries out joint examination and approval in conjunction with the Municipal Public Security Bureau, the Municipal Transportation Bureau and the Municipal Urban Administration Bureau. Other areas are jointly examined and approved by the local education administrative department of the school (kindergarten) in conjunction with the local public security bureau and the Transportation Bureau.
Among them, the municipal and district education administrative departments, public security departments, transportation departments and the Municipal Urban Administration Bureau (responsible for the main urban areas) shall jointly review the school bus operation scheme and safety management system respectively.
Further clarify the responsibility of school bus safety management
According to the principle of “three management and three necessity”, the notice further defines the responsibilities of education, public security, transportation, urban management, emergency management and other departments, District, city and County People’s governments (pilot district management committee), school bus service providers, schools and student guardians, and all school buses are subject to district level localized management.

School bus service providers fulfill the main responsibility of school bus safety
School bus service providers (including those equipped with school buses by the school itself) shall establish and improve various safety management systems such as school bus safety education and training, safety inspection, equipment management and safety responsibility, formulate school bus emergency response plans, and regularly organize emergency drills.
Strengthen the maintenance of the school bus, eliminate potential safety hazards in time, and ensure that the school bus is in a good state of safety technology.
Sign the school bus safety management responsibility letter with the school and implement the school bus operation safety management measures.
Provide school bus safety management personnel and assign caretakers to take care of students in the whole journey.
Responsibilities of school and student Guardians
The school shall carry out traffic safety education for teaching staff, students and their guardians in various forms and publicize school bus safety knowledge; Work with school bus providers to formulate school bus emergency response plans and regularly organize emergency drills; Establish and improve various safety management systems such as school bus safety education and training, safety inspection and safety responsibility; Sign the school bus safety management responsibility letter with the school bus service provider and the guardian of the students.
The guardians of students taking school buses should earnestly fulfill their guardianship obligations, cooperate with schools or school bus service providers to do a good job in school bus safety education and management, educate students to resolutely refuse to take illegal or illegal vehicles, and report school bus violations in time.
The notice also requires that education, public security, transportation, urban management and emergency departments should set up and publish reporting telephones and reporting network platforms to facilitate the masses to supervise violations of school bus safety management regulations.
The department receiving the report shall handle it in time according to law; The report that does not belong to the management responsibility of the Department shall be transferred to the relevant department for handling in time.
