What Is Base

Base is Coinbase's Layer 2, built on the OP Stack and launched in 2023. It is the institutional on-ramp to onchain settlement, connecting Coinbase's 100M+ user base to DeFi, RWA protocols, and stablecoin settlement rails.

In Eigenstate's topology, Base sits at the convergence of three threads: Ethereum infrastructure (upstream), Coinbase corporate (operational), and the tokenized asset layer (downstream). 19 direct connections make it one of the most structurally connected infrastructure nodes in the field.

The engine ranks Base #7 in power concentration across 200 entities, above most regulatory nodes and below only the largest stablecoin pools and Ethereum itself.


Current Field Events

Institutional settlement is moving to Base BlackRock BUIDL, Ondo Finance, and Circle's USDC are all active on Base. The tokenized treasury pool routes a significant share of its settlement activity through Base infrastructure.

The Bridge acquisition wires Stripe to Base Stripe's acquisition of Bridge puts Stripe's merchant payment rails in direct contact with Base's settlement layer. The engine detected this cascade in March. Base's gravitational pull increased as the acquisition closed.

Coinbase's institutional custody layer Coinbase Institutional and Prime are building custody infrastructure that feeds directly into Base. As institutional capital enters onchain settlement, Base is the default landing layer.

GENIUS Act: Base is the compliance-ready chain If the GENIUS Act passes with stablecoins classified as payment instruments, Base becomes the preferred settlement rail for compliant stablecoin transactions. Coinbase's money transmitter licenses in 46+ states give Base a structural advantage no other L2 has.

Near-zero pressure means Base is close to field equilibrium. The engine's information about Base's settlement activity is roughly proportional to its structural weight. This contrasts with regulatory nodes like the SEC (Φ_S = 2.88) and US Jurisdiction (Φ_S = 1.02), which are pulling field energy without reciprocal settlement.

Coherence (κ = 0.253)

κ = 0.253 reflects measurement coverage, not institutional influence. Base's actual field presence is substantial: 19 topology connections, #7 power rank. The low κ means the vault has not yet attested Base's settlement outputs directly. Each on-chain observation raises κ toward the living zone [0.618, 0.678].
