Despite the fact that the autumn of 2023 was not yet true, a life-threatening battle has begun.
As the number of newborns slips, the old “one-size-fits-all” becomes “one child”.

Shepherd (naming) is anxious. Over the next few months, nearly 50 children in two major classes graduated, but in the spring of 2023, only less than 20 new students were recruited, “it is no longer possible (in autumn) to recruit more, and it is difficult to preserve the status quo”. She was the park leader of a private kindergarten in Vuhan (hereinafter referred to as “Y kindergarten”), and felt that the crisis of origin was becoming increasingly imminent.
In fact, the number of birth sources in Y kindergartens has declined significantly since 2021. She is expecting that enrolment will be worse in the autumn of 2023. “We have a total degree of about 210, and it is quite desirable that 120 children reach the horticulture in September of this year.”
According to recent data published by the Ministry of Education, in 2022, the number of children in pre-school education nationwide was 46.2755 million, a decrease of 17.76 million over the previous year, which is the second consecutive year. Accordingly, the number of kindergartens has increased negatively for the first time since 2008.
Over the past several years, many families have been subjected to habits. However, with the decline in the number of newborns, the old “one-size-fits-all” has changed to “one-child”, and practitioners like those who are young have to think about the way forward. In order to optimize the resource allocation for pre-school education, a “integrated child” support policy has been put in place everywhere, and the introduction of tutorial classes has become a way for kindergartens to explore.
For the time being, despite the fact that the autumn of 2023 had not yet been truly forthcoming, a war of origin had begun.
Livelihoods
She was 16 years old in the area of pre-school education, during which he had been a horticultural home and had witnessed a “one-size-fits-all” scenario. Today, however, the signs of “broadcasting” are becoming apparent, and she is aware that many kindergartens are taking up early life, especially in 2023.
In the impression of a preference, early enrolment was not required at least five years ago. She recalled that “on that occasion, in May, we were able to make public the information on enrolment in the autumn of the year, by July, to determine about 80 per cent of the enrollment, a week before entry, which would generally reach full or near full completion”. By 2023, however, many kindergartens had pushed the autumn line forward, “some of them had begun in March”.
Unlike the greater flexibility of home gardens, public parks have been heavily age-old, generally requiring 3 to 6 years of age and only autumn recruitment, and in the last two years some public parks have also begun to receive placements in spring. Perhaps all members of the young community have noticed a web-based search in February 2023: “For the first time in 20 years of out-of-schools at the central bank in Seoul” - a climate that no longer requires parents to be employed in this unit, has also heightened tensions in other kindergartens.
For competition, much thought is paid. She has increased her use of short video platforms for promotion, complemented by field and horticulture activities. Interestingly, 60 per cent of the new arrivals in the spring of this year come from the recommendation of the parents who live in the garden.
Parents are currently housed in Y kindergartens with “minimum classes”, with each shift being controlled by about 20 people and nearly 140 children in parks. She would like to say that, in general, recruitment is more difficult in the autumn than in the spring, given that about three fifths of children in the horticulture are still graduating, and that, in the context of low fertility, younger children of school age are less likely to be able to maintain a balance of birth sources this year.
In fact, China began implementing the “comprehensive two-child” policy in 2016, where the number of newborns had been spectacular, but soon the effects of the birth pilot had been squandered. Statistics show that, in the five-year period 2017-2021, the number of births in the country declined on average by over 1 million per year until 2022, with negative population growth.
Donone Peng, Deputy Professor, Faculty of Education, University of Wa East College, published in January 2023 a paper in the Journal of Education Economic Review, noting that in 2021 the number of children in horticultures had emerged, taking into account the annual decline in the number of new people, it was estimated that by 2035 only 9.22 million people could be aged 5 years.
In 2021, when the incidence of child horticulture took place, several media cited data from the Beijing City School Registration Service, stating that as at 11 August of the same year — more than half a month from the autumn — there were still 136 kindergartens in the Yun region with 100 degrees remaining in some kindergartens. These include home gardens, which are paid at a monthly rate, and public gardens that are relatively cheap.
Similar phenomena occur in county cities. After almost three years of work in a private park in Yun City, Hunan Province, she remembers that during the year in which he had just taken office, there were more than 240 young children in the park, but only about 210 remain. The kindergarten, which has a capacity of up to 300 young children, now has several classrooms left behind for leisure.
Teny is the county-level city with the largest size in the city of Lakenan Province and with the largest population in the city, but in the eyes of many local parents who come into contact with financial correspondents, cycling cars are generally available for approximately half an hour, so that they are considered in the choice of parks, “near family”.
Prior to 2018, there was only one public garden. In recent years, the local Government has made considerable efforts to expand public gardens. An article published on the Sun City City website states that in 2020, the city of Suai has created 9864 new public kindergarten degrees through new expansion, recycling, activation, etc.
At the same time, there is a consistent trend across the country, and the overall number of children in horticulture is declining. According to the Statistical Bulletin on National Economic and Social Development of the City of Sun, by the end of 2022, 7,000 children were in the city as a whole. The statistical bulletin of 2019 shows that 46,000 children live in the city as a whole. In other words, more than 8,000 children have been reduced in three years.
There is no idea of these macro data, and she knows only that two thirds of the more than 30 young children who are taken by herself are one child, that parents are more than 90 young people, and that the will to give birth to two or three children does not exist.
