Tianjin provident fund withdrawal New Deal issued
On April 11, Tianjin housing provident fund management center issued the notice on issues related to the purchase of the first house and the withdrawal of housing provident fund for indemnificatory housing (hereinafter referred to as the notice), and issued the interpretation of relevant policies.
The objective and task of the notice is to support young employees to buy their first set of housing and affordable housing. If there is a certain balance in the housing provident fund accounts of employees and their spouses’ parents, parents can withdraw the housing provident fund to support their children’s house purchase and help young employees solve basic housing problems. It is applicable to the withdrawal of housing provident fund from employees, spouses and parents who purchase the first set of housing and indemnificatory housing in this city.
The notice is reissued after the expiration of the policy. The content of the policy remains unchanged. It will come into force on May 1, 2022 and be abolished on April 30, 2027.
Interns and over age employees in Tianjin can participate in industrial injury insurance
The notice of Tianjin Municipal Human Resources and Social Security Bureau, Tianjin Municipal Education Commission, Tianjin Municipal Finance Bureau and Tianjin Municipal Taxation Bureau on printing and distributing the measures of Tianjin Municipality for interns and over age employees to participate in work-related injury insurance (for Trial Implementation). If interns and over age employees suffer from work-related injuries or occupational diseases during the insurance period, their work-related injury identification, labor ability appraisal and work-related injury insurance benefits payable by the work-related injury insurance fund shall refer to the regulations on work-related injury insurance Several provisions of Tianjin on industrial injury insurance shall be implemented.
These measures are not mandatory. The employer has full choice and can voluntarily decide whether to participate in industrial injury insurance according to the single insurance type during the internship of interns or over age employees, and accept relevant management according to these measures.

Tianjin pilot Free Trade Zone tries out the reform of market subject registration and confirmation system
According to the municipal market supervision commission, the Trial Measures for the confirmation and registration of market entities in China (Tianjin) pilot free trade zone has been approved by the Municipal People’s government and will be implemented as of May 1, 2022.
The trial implementation of the enterprise registration confirmation system in the China (Tianjin) pilot free trade zone is a new measure for our city to implement the reform of the “release, management and service” of the State Council and the modernization plan of market supervision in the 14th five year plan, and to respect the autonomy of enterprise registration to the greatest extent. According to the trial measures, from May 1, 2022, the establishment, change and cancellation of registration of various new market entities in the pilot Free Trade Zone shall be formally reviewed by the market supervision and Administration Bureau of the pilot free trade zone. If the application materials are considered to be complete and in line with the legal form, they shall be confirmed and registered, and publicized through the national enterprise credit information publicity system and Tianjin market entity credit information publicity system.

The revised Vocational Education Law of the people’s Republic of China shall come into force
The 34th meeting of the Standing Committee of the 13th National People’s Congress recently voted and adopted the newly revised vocational education law, which will go into effect on May 1, 2022. This is the first major overhaul of the law since its promulgation and implementation in 1996. The newly revised vocational education law makes it clear that vocational education is an education type with the same important status as general education. The State encourages the development of various levels and forms of vocational education. Students in vocational schools enjoy equal opportunities with students in ordinary schools at the same level in terms of enrollment, employment and career development. Optimize the educational structure, scientifically allocate educational resources, and promote the coordinated development of vocational education and general education according to local conditions in different stages after compulsory education. Higher vocational school education is implemented by higher vocational schools and ordinary institutions of higher learning at the level of junior college, undergraduate and above.
The revised regulations on the administration of geographical names shall come into force
Premier Li Keqiang recently signed a State Council order announcing the revised regulations on the administration of geographical names, which will come into force on May 1, 2022. The revised regulations have 7 chapters and 44 articles, which make comprehensive and systematic provisions on the management of place names. The regulations further improve the naming rules of geographical names, clarify the application materials to be submitted for naming and renaming of geographical names and the requirements for comprehensive evaluation, expert demonstration and solicitation of opinions, stipulate the approval procedures for naming and renaming of geographical names at different levels, and establish the filing and announcement system of geographical names. It is stipulated that the words, pronunciation and spelling of place names shall comply with the norms. The Civil Affairs Department of the State Council shall uniformly establish a national place name information database to clarify the requirements of the joint construction and sharing mechanism of place name information resources, the scope of use of standard place names, the management of place name signs, the preparation of standard addresses and the publication of standard place names.
Implementation of five new measures to facilitate motor vehicle registration
The newly revised provisions on motor vehicle registration by the Ministry of public security will be implemented from May 1, 2022. Five new measures to facilitate motor vehicle registration were introduced this time. First, the registration of new private cars will be exempted from inspection.
