History

In 2019, Bolivia faced one of its darkest democratic crises. During the general elections, the sudden shutdown of the electronic reporting system—what became known as the “data blackout”—shattered public trust and ignited accusations of electoral fraud. What followed was a wave of unrest, protests, and violence that culminated in the resignation of then-president Evo Morales and the deaths of dozens of civilians.

This collective trauma revealed a deep systemic vulnerability: the lack of transparency and independent verification in electoral processes. It showed us how fragile democracy can be when the public loses confidence in the vote.

Tu voto Decide was born from the civic society through Asoblockchain Bolivia. We are a group of civic technologists, activists, and builders who believe that technology—when open, verifiable, and citizen-driven—can restore trust.

By using blockchain, digital identities, and decentralized data verification, we aim to ensure that no election ever falls into the shadows again.

Tu voto Decide is a civic-tech, open-source platform built to ensure transparency, traceability, and immutability of polling station records. Powered by blockchain and sovereign digital IDs, it will be piloted during Bolivia’s August 2025 elections and is fully adaptable for electoral processes across Latin America.

What does it do?

Allows jurors, notaries, and verified citizens to upload photos of electoral actas at the close of voting.

Uses blockchain and decentralized storage (IPFS) to secure and timestamp records.

Applies AI and community validation to determine the most trustworthy version of each acta.

Alerts authorities in case of discrepancies.

Ensures privacy with biometric-verified digital identities.
