National TV series version storage management started

Recently, SARFT prepared and issued the “14th five year plan for the development of Chinese TV dramas”, which proposed to promote the preparation of a national TV drama version storage system under the guidance of the high-quality development of TV dramas. This work has been included in the key work of SARFT in 2022. In the previous stage, after repeated research and demonstration, SARFT has formulated and issued the production specification of TV drama master, which defines the industry production standards and technical specifications; On this basis, we conducted in-depth research and demonstration, and decided to start the storage and management of national TV series versions in the near future. The relevant matters are hereby notified as follows:

1、 Fully understand the significance of this work

TV drama is a popular art form and a type of radio and television programs welcomed by the people. Teleplay is an important cultural asset in China’s literary treasure house. The construction of national teleplay version storage system is the basic work for the inheritance, protection and utilization of audio-visual culture, the key link to establish and improve the complete industrial chain system of teleplay, and the necessary measure to further strengthen the scientificity and standardization of Teleplay management.

National TV series version storage system refers to the national public welfare high-quality TV series version storage system project relying on innovative technologies such as Ultra HD or HD and long-term storage. It aims to promote the unified storage and management of TV series versions, improve the modern management level of TV series, and provide a strong guarantee for the cultural inheritance and protection of excellent TV series in China.

In order to better understand the significance of TV drama production and broadcasting, the provincial radio and television production and broadcasting departments should pay attention to the work of TV drama production, reporting and management, and fully understand the significance of TV drama production and broadcasting.

2、 Working mechanism

The storage and management of national TV series is a public welfare work measure. It shall not be used for any commercial profit-making purposes other than storage, custody and scientific research without the authorization of the copyright owner. All provincial radio and television administrative departments and broadcasting platforms shall earnestly provide communication services, guide and help production institutions to submit versions as required.

From the date of implementation of this notice, all provincial radio and television administrative departments shall urge relevant production institutions to timely submit a set of plays that have obtained the distribution license of domestic TV dramas to the State Administration of radio, film and television after broadcasting, and send them to the supervision center of the State Administration of radio, film and television, together with the storage information form (Annex 1), power of attorney (Annex 2) and technical self-test report (Annex 3) stamped with the corresponding official seal. 3、 Technical standards

The submission carrier is a mobile hard disk, and the name of the TV series and the total number of episodes shall be clearly indicated in the blank space on the surface. The first file of each TV play in the carrier shall be the electronic storage information table (Annex 1), in the format of Excel, and the file name shall be the name of the TV play; The second file of each TV series shall be the cover picture or poster picture of the TV series, in JPEG format, and the file name shall be the name of the TV series; The third document of each TV series shall be the electronic version of the technical self-test report (Annex 3), in the format of word, named according to the “TV series name technical self-test report”. The submitted version of TV series must be completely reviewed, broadcast and published, and the relevant technical standards refer to the production specification of TV series master (Gy / T 357-2021) issued by the State Administration of radio and television in December 2021. 4、 Relevant arrangements

The construction of the national TV series version storage system is guided by the TV series department and the science and Technology Department of the State Administration of radio, film and television. The supervision center of the State Administration of radio, film and television is responsible for the construction, storage management and daily maintenance, and the Academy of broadcasting Sciences of the State Administration of radio, film and television is responsible for the technical support.

In order to ensure the continuity of this work, the domestic TV dramas that have obtained the distribution license since 2019 and have been broadcast on the national satellite TV prime time or key video websites shall be submitted for review step by step and batch by batch according to the above requirements, and shall be broadcast and published. All provincial radio and television administrative departments shall do a good job in communication and interpretation. In addition, some excellent online drama versions will be selected for storage every year, and the relevant working mechanism will be implemented with reference to this notice.

This Circular shall come into force as of the date of issuance.
