“We should take the project as the top priority to promote economic and social development.” Ji Shiping, head of Dingbian County, Yulin City, said at the key work review meeting of the county in the first quarter of 2022 that we should concentrate our efforts, take responsibility, firmly grasp the “bull nose” of project construction, and lay a solid foundation for promoting the economic and social development of Dingbian county.

Since the beginning of this year, Dingbian county has been striving to speed up at the beginning and strive for success in the midst of difficulties, effectively promoting the implementation of various work and high-quality economic and social development, so as to achieve a “good start” in the first quarter.

“Four threes” boost high-quality development

In order to promote the orderly development of the key work of the whole county, Dingbian county government has formulated the “four three” work operation mechanism, namely, the monthly work site promotion mechanism, the quarterly assessment and ranking evaluation mechanism, and the timely implementation mechanism of the central and provincial meetings. Implement three work plans: daily work plan, weekly work plan and biweekly work plan. Specify three lists: task list, progress list and responsibility list. Supporting work account, timely follow-up supervision and assessment, reward and punishment.

The implementation of the operation mechanism of the “four three” work has fully promoted the effectiveness of the county’s epidemic prevention and control, key project construction, investment attraction, agriculture and rural areas, education and other key work, and provided ideological and institutional guarantee for high-quality economic and social development.

Pay close attention to the work of attracting investment

For a long time, Dingbian county has taken attracting investment and competing for capital as the “number one” work, and required leading cadres to go out “two must belts”, which will lead to the task of attracting investment and competing for capital. According to the data from the Bureau of development, reform and science and technology of Dingbian County, in the first quarter of 2022, Dingbian County went out to attract investment 14 times, including 41 packaging planning projects, 3 newly signed projects, 6 newly started contract projects and 8 newly registered enterprises. The actually paid in capital of the county was 2.835 billion yuan.

On January 4, Dingbian county government signed the wind power blade Industrial Park project with Sinoma wind power blade Co., Ltd. through independent investment promotion. According to the agreement, the total investment of Sinoma blade Dingbian Industrial Park project is 1 billion yuan, which can realize an average annual sales revenue of 450 million yuan and solve the employment of 450 people. It has become a large-scale wind power blade R & D and manufacturing base with the strongest comprehensive strength in the region. The signing of the project is of great significance for Dingbian county to build a ten million level modern industrial system of “wind, electricity and hydrogen” new energy, and effectively improve the basic industrial capacity and the modernization level of the industrial chain.

It is understood that in the first quarter, Dingbian County opened and resumed 50 projects, with an opening and resumption rate of 44.2%, and completed an investment of 1.25 billion yuan. These projects involve industries, infrastructure, ecological and environmental protection, social and people’s livelihood and other fields. The commencement of the project will boost the economic and social development of Dingbian county and promote the optimization and upgrading of industrial structure.
