Measures to promote self-statement of business standards

Self-declaration of business product and service standards is a prerequisite for the construction of enterprise standard rankings, which are the basis for the implementation of the enterprise standard “shelter” system, which makes it difficult to carry out standard comparative evaluations without complete enterprise standard data, to develop a scientifically authoritative enterprise standard ranking, and thus to establish a standard bearer. In order to make full use of the important role of the business standard “responsibility” system in leading quality and promoting consumer upgrading, a number of measures should be taken first to fully implement the self-declaration of enterprise standards: first, in the context of the implementation of the new Code of Standardization of the People’s Republic of China, to actively inform business about the core concept of new laws and the policy of self-declaration, to encourage enterprises to make public their implementation standards on a unified national platform for later regulation and services; secondly, to invite enterprises to participate actively in such events as World Standard Days of Standards, Quality Monies, etc., to further understand national standardization policies, encourage enterprises to develop high-level standards and make proactive public statements; thirdly to help enterprises to improve their regulatory standards for example by “at-to-ready” the standards for enterprises.

Implementation of the run-off system from a consumer experience perspective

The introduction of a run-off system should start with consumer goods of concern to ordinary citizens and consumers, taking fully into account the role of the run-off system in increasing consumer experience and safeguarding the improvement of livelihoods. The construction of an enterprise standard “responsible” system is a novelty, and it is difficult to avoid problems in moving forward, and even a small number of enterprises have responded that the exclusion of single indicators does not reflect the real level of the quality of business products, which can be addressed through well-established systems. Since the enterprise standard “responsibles” system is also designed to establish high standards and high-quality typologies, create an environment that is both advanced and typical, thus creating more quality supply in the process of matching the standards of the occupants, the first introduction of the system’s Consumer Standards and Quality Upgrading Programme clearly identifies domestic appliances, consumer electronic products, home decoration products, clothing appliances, old-age and disabled goods, cosmetics and day-use chemicals, recreational materials, traditional cultural products, food products and related products, as well as the growing need for better life for people, by raising standards for the well-off people in these fields.

Standardization of technical services for quality development

The implementation of the enterprise standard-bearer system has enabled consumers, industry organizations and government regulatory authorities to take a strong view of the level of business standards, thus providing a platform for standardized, differentiated technical services. Traditional standardized technical services are mainly based on standard documentation information services, standard system revision services, standard system construction and standardized pilot demonstration building, which can provide a more sophisticated, customized, standardized technical service for various types of enterprises through the implementation of the enterprise standard-bearer system, promoting high-quality urban economic and social development: first, for business standard-bearers, international standards and advanced standards abroad, as well as international standardization of technology services, encouraging products to move to global markets and moving towards higher levels; secondly, for enterprises at a medium level, it is clear that their upgrading standards are commensurate with the standards of compliance, the level of targeted evaluation and the level of services;

Stronger standard-bearers are leading to high-quality development incentives

Business standard-bearers are high-quality markers in the industry, and to create a favourable climate for “production-susing, consumption-pumping”, there is a need to strengthen incentives for standard-bearers: (a) The results of the assessment of the company’s standard “responsibility” in the work of government quality awards, standard innovation contribution awards, etc., and the appropriate weighting of the business standard “responsibles”;
