Introduction: The enterprise standard “responsible” is based on the system of public and supervisory self-statement of enterprise standards, with a comparative assessment of open standard indicators, setting a marker and standardizing system innovations that drive the transformation of industries. The year 2021 was the third year of full implementation of the enterprise standard “backers” system. Based on the list of focus areas identified in the General Market Regulation Bulletin on the Publication of the Business Standards “Roads” Focus Area (No. 22 of 2021), this year’s enterprise standard “sailors” focus area and coverage of products, service categories are of up to three years and will provide comprehensive and effective support for the implementation of national food-saving derogations, rural revitalization, industrial digitization and smart transformation development.

The core indicator levels in the “shelter” standard are set at advanced, average and benchmark levels, where advanced-level indicators need to be compared to the internationally advanced standards for bids, and, in the absence of relevant international standards, should be set at a level not less than 20 per cent of the pre-industrial level; average indicators are in principle not less than 50 per cent of the pre-industrial level; benchmark-level indicators are based on the existing national or bidding levels, which, in the absence of relevant national targets, should be set at a level not less than 70 per cent of the previous enterprises in the industry. It should be noted here that the level of indicators at the above three levels is conceptually oriented and that agencies need to be flexible in classifying the level of indicators at all levels on the basis of an understanding of the industry as a whole, to ensure the advanced nature of the indicators of “compensant”.

This year’s working body will provide the agencies with a template for the preparation of reports, which can be downloaded from the agency’s work page after the platform, and will be presented together with the business standard “sailors” list for the year.
