On 26 April, the City Deputy Centre organized a press conference on optimizing the business environment. The Deputy Director of the State Council for Regional Development gave a presentation, and the Programme for the Implementation of Quality Development in the Full Optimization of Business-Industry Enterprise has been developed to produce 84 specific tasks to implement municipal reform mandates, undertake innovative pilots, address business claims, assist in enterprise development, and facilitate the work of market agents “the least time spent, the least run, the least materials, the least developed sectors”.

In the context of the market environment, the programme notes that the Deputy Centre will comprehensively promote “one-size-fits-all” reforms, fully implement the administrative licensing inventory management system and significantly reduce the cost of enterprises; in the rule of law environment, promote the full coverage of the system of petty offences and initial penalties for violations of the law in all areas of administrative law enforcement and effectively protect the legitimate interests of market agents; and in the political environment, promote integration services in more than 20 matters, such as exhibits, large performances and commercial marketing activities, early childhood parks, and at the municipal, district and district levels of government services, “100 per cent network-building” to facilitate an efficient political environment.

Zhang maintains that some of the priority reform tasks will be piloted and piloted in the Deputy Centre. For example, in the area of intellectual property promotion and protection, the Deputy Centre will promote the construction of a national commercial secret protection innovation pilot, the Regional Centre of the Beijing City Centre for Intellectual Property Protection, which will provide a comprehensive upgrading of the business secret protection capacity and provide a full chain of intellectual property creation, application, protection, management and services; in the area of financial instruments to support the economic development of entities, the Deputy Centre, in collaboration with the Beijing Green Exchange, will explore a pool of climate-supporting finance projects that will provide a strong support for the expansion of green finance; and in 11 areas such as human resources security, safe production, fire protection, etc., it will take the lead in the development of corporate credit reporting as a substitute for administrative certification to facilitate marketing and business finance activities.

This year, the Urban Deputy Centre will also continue to play a model area-led government-led role in the rule of law, making every effort to increase the proportion of joint law enforcement inspections in the sector, focusing on issues such as the high number of inspections reflected by enterprises and the lack of understanding of the French language provisions; fully implement the system of prudential regulation, flexible law enforcement; and make legal and regulatory policy statements in accordance with the principle of “the law of who to enforce”.

Since 2022, the State of Connectivity has adopted a number of preferential policies around the digital economy, modern finance, advanced manufacturing, business services, cultural tourism, modern agro-industries, such as measures to accelerate the development of the Beijing Vice-Centre for the Development of Cosmos Innovation. This year’s sub-centres will direct industrial policies that meet business conditions, with policy dividends being directed towards business, policy excellence and business-seeking policies, based on the continuous refinement of innovative policies, with high data intelligence screening.
