On 6 May, the North and the Pacific Region, together with the South Wide Eastern State Electricity Service, held a ceremony on the launch of the programme for the implementation of the reform of electricity in industrial parks and on the frontline platform of the “埔e park” platform, through the development of the industrial park’s intellectually managed service platform (i.e. the “埔e park” platform), launched the “Intellectual platform plus the smart grid” model throughout the country, which resulted in the harmonization of the platform management, metrology, fee-charging standards, to effectively reduce the cost of electricity for small and medium-sized enterprises, boost production, enhance market competitiveness, and build a “zero-power model”.
It is known that the yellow-collar, the wide-area development zone, in 2022, was the first in the broad-based districts when the entire community spent 20 billion kWh. With a view to further optimizing the commercial environmental reform of the grid, the Regional Cooperative Environmental Reform Agency of the State of Hiroshima, together with the Electricity Authority of the South grid, carefully compares with the experience of the reform of the first pedestrian region, visits 18 yellow park industrial parks, introduces the programme for the upgrading of the industrial parks in the yellow garrison development zone of the State City, and upgrades the electrical parks’ platform.
In the past, problems such as “unharmonization of collection methods, poor measurement, non-exhaustion of rules for the transfer of electricity” in industrial parks have been prevalent, new programmes have been identified in terms of the rules for the transmission of electricity charges, the mode of resupply of electricity, and the criteria for the resupply of electricity and resupply of electricity, and innovative “creation” platforms have made industrial enterprises more accessible and transparent.
It is a matter of concern that this reform implementation programme also identifies the criteria for the resupply of electricity, which reduces the cost of electricity in enterprises and parks with genuine gold. For industrial parks that were required to complete the upgrading of the intelligent form by June 2024 and to access the platform, a retrofitting allowance was made for the amount of the actually renovated form, with a separate ionoid allowance of S$325/plate and a three-phase ionogrammatic ion allowance of S$750/desk.
In March of this year, the Bailiwick and the State-wide Development Zone took the lead in the selection of two parks for sanctuary science and technology, and the upgrading of the IPS 264 for 128 enterprises.
This reform has led to a new breakthrough in the costing mode, requiring industrial parks to unite the installation of an intelligent form for end-users, such as parks, to charge electricity on a score basis. Using uniform measurement devices, the current time-consuming metering of large-scale industrial electricity is realized and the data collected on the “brown e” platform is used to address the problem of inaccurate charging of parks.
It was noted that, since access to the “browning” platform, all of the smart grids have been functioning properly, with data i.e., instant use, a well-functioning electrical cost management function such as automatic photocopying and automatic billing, with a total savings of $610,000 for two pilot park enterprises in March 2023 and a 13.5 per cent reduction in the monthly cost of electricity.
