Reading: The business standard “responsible” is based on a system of public and supervisory self-statement of business standards, a comparative assessment of open standard indicators, a benchmarking system, and a standardized system innovation that drives the transformation of industries. The year 2021 was the third year of full implementation of the enterprise standard “backers” system. Based on the list of focus areas identified in the General Market Regulation Bulletin on the Publication of the Business Standards “Roads” Focus Area (No. 22 of 2021), this year’s enterprise standard “sailors” focus area and coverage of products, service categories are of up to three years and will provide comprehensive and effective support for the implementation of national food-saving derogations, rural revitalization, industrial digitization and smart transformation development.

The Chinese Institute for Standardization, as a working agency of the enterprise standard “responsibility” organization, conducts the 2021 business standard “responsibility” assessment programme (hereinafter referred to as the “assessment programme”) and the collection of assessment agencies. In order to guide the assessment bodies in the preparation of the assessment programme, the China Institute for Standardization’s branch of the Institute organized, from 29 to 30 June 2021, two training sessions on enterprise standard “people’s assessment programming” for 2021. Nearly 600 participants from industry associations, testing agencies, scientific institutes and local standardization departments participated. The training is based on the enterprise standard “shelter” system and the promotion of the standard evaluation requirements of the occupants’ group, the 2021 pilot focus area, the enterprise standard “sailor” assessment programming requirements, the business standard “sailor” management information platform operation, the self-statement of the business standard self-statement process and the use of five parts of the management account of the public service appraisal system for enterprise standard information, the feedback of the relevant staff of the lead agency to the delegates and the collation and harmonization of responses to nearly 40 issues of general interest to the delegates.

Where are the criteria of the occupants’ group?

The standards of the run-off group can be consulted at the enterprise standard “sailors” management information platform (https://www.qybzlp.com/).

The product/service categories are nationally marked and there is a need to establish the criteria for the selection of run-off groups as a basis for assessment?

In order to ensure the advanced nature of the evaluation programme, agencies are encouraged to prioritize the development of the “compensant” group standards, to integrate effectively into existing national bid indicators and content, and to use the “compensant” criteria as a basis for evaluation programming. It should be stressed here that there is no conflict between the bidding and the escrow, and that the standards of the occupants’ group are based on effective integration, including existing national bids, as well as international standards, and that a system of evaluation indicators at the level of rating can provide effective guidance for the development of enterprise standards, facilitate the evaluation of the standard level of business and work for the bearers.

Does the assessment body have a small working group?

How can the list of assessment programmes and bodies for the year be consulted?

The final draft of the evaluation programme and the institutional information of the evaluation body could be consulted on the management information platform of the “sailors”.

Is the management of the open platform open to all institutions?

Not. The query function for the management of the publicly bidding platform is open only to the assessment body identified during the year, where the evaluation body can only search for business standards in the counterpart area, and the relevant information consulted can only be used in the current year’s enterprise standard platoon and “backers” assessment.

Are there any restrictions on the number of businesses in which each candidate’s list is located?

No qualification. The number of enterprises in different industries and the basis for standardization vary considerably, in principle by the periphery of the top 5 per cent to 10 per cent of enterprises in the industry as the “backers” list.

Does each institution need to be registered in the enterprise standard management information platform?

All assessment agencies are required to register the business standard “sailors” management information platform before they can carry out programme rolls, platoons and the issuance of the “sailors” list. Those institutions that were registered in the Business Standards’s Management Information Platform in 2020 need not be re-registered in 2021 and can be entered directly.

Are there time and lots required for each year’s platoon and “backers” lists?

The release of the platoons is determined by the evaluation body itself, for example, on a monthly, quarterly basis, etc., and is subject to publication on the management information platform of the “sailor” who will be issued on an annual basis, and each product/service’s lead occupier’s list is determined by the evaluation body at a time when it is submitted to the management information platform of the “sailor”, which can be issued without objection. Working agencies generally focus on issuing a business standard “sailors” list for the year before the end of the year.

Are there any monitoring reports or certification certificates required for the entry of service holders into the enterprise?

Monitoring reports are required for relevant indicators that are quantitative and capable of being tested in laboratories. Service enterprises are encouraged to adopt or acquire relevant certifications that demonstrate the level and quality of their services. Businesses may also provide other forms of materials such as consumer satisfaction surveys, trade markers and brand reports to demonstrate the advanced nature of their service levels.

Are the test reports provided by the lead occupier listed as peripheral enterprises to be reported for this year? Where do the monitoring report be produced?

It is sufficient for the monitoring report to be performed within the period of effectiveness and for the monitoring body that meets the requirements of the corresponding laboratory qualifications. The assessment body shall not rely on the assessment of the occupants to impose any form of compulsory inspection and certification by the enterprise. Once found, the work agency will immediately disqualify the institution’s “computer assessment body” and make it public at the enterprise standard management information platform.
