An encrypted public mempool would not enshrine @shutter in the Ethereum transaction supply chain. Fairblock, @nillion, @litprotocol, SpaceComputer and others are interested in becoming en/decryption service providers. Expect many competing MPC, FHE & TEE solutions.

Users would not be forced to use an encrypted public mempool. Users would have a choice between plaintext public mempool, private mempool, and encrypted public mempool transactions. Surely, you're not against innovation, competition and choice?
