关于“ICP生态笔记”群主涉嫌与ICProposal DAO项目合伙诈骗的说明 Review on alleged fraud by Dr YutongGuo in partnership with ICPposal DAO project

自2021年下半年开始，ICP生态笔记群主（以下简称群主）在Youtube频道（ICP生态笔记）上直播介绍ICP生态，吸引众多粉丝关注。随后在OpenChat平台（oc.app）以群主身份建立OpenChat公共群聊，群名为“ICP生态笔记”，并定时在群内向群内发送自己直播视频的链接。群内成员多为Youtube频道（ICP生态笔记）的粉丝。直至2022年3月初，群内成员多达1200余人。 In the second half of 2021, Dr YutongGuo introduced the ICP network ecology on Youtube channel (named as “ICP Ecological Note”), attracting the attention of many fans. Most of the members of the chatroom are also fans of the YouTube channel. As of the beginning of March 2022, there were more than 1,200 members in the chatroom

2月4日，群主在个人推特（ICP生态笔记@lalalal84202198）上第一次宣传ICProposal DAO项目。

4/02/2022: Dr YutongGuo publicised the ICProposal DAO project for the first time on his personal Twitter (ICP Ecological Notes @lalalal84202198).

2月4日至3月5日期间，群主持续向群友宣传ICProposal DAO项目，并详细介绍了此项目。以下信息均由群主告知群友： F4/02/2022—5/03/2022 : Dr YutongGuo continued to promote the ICProposal DAO project to chatroom members with the detailed introduction. The following information are shared by him.

1. 告知群友ICProposal DAO项目的官方网站，推特，discord。 1、 sharing the official website、Twitter、discord of the ICProposal DAO project to the members

2. 宣称该项目将在NFT交易所Gigaverse Labs（https://gigaversemarket.com/）上线，一定会成为该交易所明星产品，并有非常好的前景，如果购买，投资回报率巨大。 2 、Announcing that the project will be launched on the NFT exchange platform- Gigaverse(（https://gigaversemarket.com/） , “will be the star project on the exchange, has very good prospects. if you buy It, the investment return will be huge.”

3. 称此项目是由小丑团队（ICPunks）发起。且项目的discord群的管理员prabhu kiran为小丑交易所Gigaverse Lasb项目discord群的管理员。 3、 indicated that the project was initiated by the ICPunks Team (the first and well proformed project on ICP). Also said that the MOD in the ICProposal DAO discord was the same person came from Gigaverse discord.

4. 称有ICP项目的Wenzel Barlett（推特@BarlettWenzel）作为项目的顾问，为项目站台。 4 、Claiming that , Mr. Wenzel Barlett (Twitter @BarlettWenzel), who came from ICP project, served as a consultant for the ICProposal DAO project.

5. 向群友介绍项目的价格，约为1个icp可购买1个ICProposal DAO NFT。此项目路线图和代币模型为:“ICProposal DAO NFT+ICProposal DAO NFT空投+代币”的模式。声称该项目的预售价格很便宜，无论如何都可以快速回本，高收益低风险. 5、 Introducing all the detailed information regarding the ICProposal DAO project . such as different purchasing price of the NFT, Roadmap , token economics and airdrop……..insisted that the pre-sale price of the project is very cheap, cost would be recovered very quickly and with high returns and low risk.

群主以上做法为ICProposal DAO项目塑造“有知名团队参与，有大佬站台”的形象，为群友造成“项目正规，背景深厚，发展潜力和收益巨大”的假象。群主在每日直播中多次强调自己正在关注ICProposal DAO项目，引导群内成员对项目进行关注。并多次向群内成员宣传此项目，也极力鼓励群内人员购买。 All the above information presented by him gave the project the image of " well-known team members , backed by big man ,” creating the illusion that it was a formal project , with a deep background, promising potential and benefits. In the daily live broadcast, He emphasised many times that he was focusing on ICPposal DAO project, and induced the chatroom members to pay close attention to the project. strongly encouraged them to buy it.

3月5日，群主在Youtube频道直播购买ICProposal DAO项目的方法，并示范了如何购买ICProposal DAO项目的详细过程，并在直播快结束时表示自己已准备购买ICProposal DAO项目，并鼓励大家积极购买此项目。 5/03/2022: Dr YutongGuo broadcasted the detailed purchasing process of the project on the Youtube channel, claimed at the end of the video how he was ready to buy and encouraged the followers to actively buy it .

3月6日，ICProposal DAO项目开始预售，群主直播中表示自己已经购买了240个ICP，再次强调此项目潜力巨大，鼓动群友购买。 6/03/2022: the ICPposal DAO project began pre-sale. Dr YutongGuosaid claimed in the video that he had purchased 240 ICPs, re-emphasising the great potential of this project and again , encouraged followers to buy.

3月9日，群主在直播中贬低NFT交易所（Entrepot.io）上的项目，极力称赞ICProposal DAO项目并强调这个项目如果购买，投资回报率巨大。 9/03/2022: Dr YutongGuo belittled the many other projects on the ICP NFT Exchange (Entrepot.io) in the live broadcast, strongly praising the ICProposal DAO project and emphasising huge return if purchasing the ICProposal DAO project .

3月10日，OpenChat有部分群友开始质疑项目的真实性，群主做出了以下动作： 10/03/2022: some chatroom members began to question the authenticity of the project, and Dr YutongGuo made the following actions:

1. 凡是质疑ICProposal DAO项目的人员全被他踢出群。 1、Kicked out all those who questioned the project .

2. 群友中肯评价ICProposal DAO项目的评论也被他删除并踢出群。群内剩下的大部分群员是信任他并愿意跟随群主购买ICProposal DAO项目的人。 2、 Even those with fair comments were kicked out and the comments were deleted. Most of the remaining are people who trust him and are willing to follow him to buy the NFT

3. 随着质疑声增加，群主以难以忍受负面评论为由，删除了Youtube频道所有的视频，销毁了所有他与项目有关的证据。 3、 As doubt increasing, he deleted all YouTube vedio and destroyed all his evidence related to the project, saying it is the result of that he cann’t bear the negative comments.

4. 在ICP生态笔记群内向群友承诺自己已经从小丑团队AIA那里确认了会在gigaversemarket上市。 4、 Promise that he has confirmed from the ICPunks team AIA that ICProposal DAO project will be listed on Gigaverse exchange.

5.群主在已有的OpenChat公共群聊（ICP生态笔记）中发出通知“将会在3月13日解散此群，并成立新的收费群，加入者需通过他的地址（b675d6cedbf632d906bdd92a2fdd37adad4020ae5d2c9fb46668d1c8bd55626a）转给他1icp的入群费。并对加入新收费群的成员承诺：（加入此群的）群友可以获得群主频道的私人链接，可以一起见证ICP发展的每一步。还补充道，（新的）群里以后会成为一个可跟随投票的神经元，大家可以投票，成为ICP中国区的力量。以后群里会发行代币，或者NFT来让大家赚外部的钱。 5、 announcing that the existing chatroom will be closed on March 13 , and a new chatroom will be established. Participants need transfer 1ICP to address (b675d6cedbf632d906bdd92a2fdd37adad4020ae5d2c9fb46668d1c8bd55626a) as membership fee. Promised the prospective members the following : private connection to him , witness the ICP network developing , establishing a NNS voting system to vote on ICP network to become part of the powder from China district , token or NFT initial to earn money from outside the chat room .

3月11日北京时间晚9点，群主通过Youtube频道直播再一次强调了ICProposal DAO项目的潜力，并表示自己再次花费80个ICP购买了ICProposal DAO项目（总共花了320个ICP购买了项目），鼓动大家积极参与。Youtube频道直播结束后群主便删除了这次直播的内容。这是他在Youtube频道上最后一次直播。 11/03/2022: 9:00 p.m, He presented another live broadcasting , announcing that he had spent another 80 ICP to purchases , emphasizing again the potential of the project, encouraging the members to buy . and , this was his last live broadcasting . the video were deleted right after the end of the live broadcasting .

3月12日北京时间晚10点，项目预售期结束，项目方承诺24小时内将预售的大象NFT发放到购买者账户。 12/03/2022: 22: 00 Pm , Pre-sale ended, and the project party promised to issue the pre-sale NFT to the buyer's account within 24 hours.

以下为3月13日发生的事情： 13/03/2022:

1.北京时间凌晨3点左右，群主把打款群友拉入OpenChat私人群聊“ICP生态笔记”。 1、 About 3:00 a.m ,members who have paid 1 ICP were invited to a new chat room also name as "ICP Ecological Notes".

2.北京时间凌晨4点左右，ICProposal DAO项目突然消失。ICProposal DAO项目的Discord群（ICProposal）被无端解散、推特账号（@ICProposalDAO）被注销。大量群友发现被骗。项目方承诺的“将大象NFT发放到购买者账户”并没有兑现，此项目相关人员至今再没出现过。 2.、At about 4:00 a.m. the ICProposal DAO project suddenly disappeared. The Discord &Twitter account (@ICProposalDAO) could not be visited. All the NFT buyers found themselves cheated. Nothing promised by the project party has been fulfilled, not a hint of the relevant personnel of this project have appeared since then .

3.北京时间凌晨5点左右，群主的推特账号由“ICP生态笔记”改名为“我日你妈，icproposal，fuck you all，操你妈小丑”，试图将项目卷款跑路（Rug pull）嫌疑转向小丑团队（ICPunks）和Wenzel Barlett（推特@BarlettWenzel）。 群主在推特上表示自己在找小丑团队（ICPunks）和Wenzel Barlett（推特@BarlettWenzel）讨要说法未果。 3. At about 5:00 a.m. Dr YutongGuo’s Twitter account was changed from "ICP Ecological Notes" to "Mother fuck, icproposal, fuck you all, fuck your mother clown", trying to turn the Rug pull suspicion to the clown team (ICPunks) and Mr.Wenzel Barlett (Twitter @BarlettWenzel). Dr Guo tweeted that he had made enquiry to the clown team (ICPunks) and Mr. Wenzel Barlett (Twitter @BarlettWenzel) but with no result.

4北京时间8点左右，大量被骗群友加入“ICProposal维权群”。后证实被骗的人全是之前OpenChat公共群聊（ICP生态笔记）的群友。 4. At about 8:00 am, a large number of deceived members joined the "ICProposal Rights Defending Chatroom". Nearly all the members of this right defending chatroom were the members from Dr YutongGuo’s previous OpenChat public chatroom (ICP ecological notes).

3月14日，原ICP生态笔记群主也加入“ICProposal维权群”（以“ICP”“ICPwhale”两个账号）辱骂、误导试图维权的群友，甚至扬言“被骗活该，一起下地狱”等恶毒言论。下午，群主在“ICProposal维权群”中得知Dfinity中国介入此事以后，在其推特上攻击了小丑团队（ICPunks）、Wenzel Barlett（推特@BarlettWenzel）、PLUG钱包、Stoic钱包试图撇清嫌疑，同时，群主在OpenChat私人收费群“ICP生态笔记”中提出自己要离开一段时间，转移了自己在私人群的群主身份，并拒绝了群友退入群费的请求。随后在互联网上注销了所有账号，并消失。

14/03/2022: Dr YutongGuo joined the "ICProposal rights defending chatroom" (with the two accounts of "@ICP" and "@ICPwhale") to abuse and mislead mumbers, and even threatened vicious remarks such as "being deceived to hell together".

In the afternoon, after knowing Dfinity China has intervened this issue, Dr YutongGuo attacked the clown team (ICPunks), Mr. Wenzel Barlett (Twitter @BarlettWenzel), PLUG wallet, Stoic wallet on his Twitter to try to get rid of suspicion on him.

At the same time, Dr YutongGuo told the members that he would leave for a period of time, transferred his chatroom group owner identity in the private chatroom, and refused to return the membership fee .

And then , all his accounts were cancelled on the Internet and disappeared.

由于群主一系列反常的、不合理的举动引发了社区成员的怀疑，怀疑他与潜逃的项目方有深刻的联系，甚至这个项目是属于他本人。原因如下： 1.他是最早在社交媒体提到项目的人，只有他一人知道这个项目。他是唯一的推广渠道，所有购买项目的人知道这个项目都来源于他的推广。 2.项目方与小丑团队和Wenzel Barlett（推特@BarlettWenzel）的关系全是群主捏造。甚至他所透露的比项目官方都要多。比如空投小丑和大猫的NFT，（已求证这些全是谎言）。 3.群主在群内承诺自己从小丑团队AIA那里确认了会在gigaversemarket上市。（项目捐款潜逃后我们与小丑团队证实查因为此项目还在审核中，并不具有在gigaversemarket上线的资格。） 4. ICProposal DAO项目方在官方推特上并未提及与小丑团队有任何关系，也没有说明会在小丑平台上线。

5.有群友指出，在他Youtube频道直播推广项目期间，项目Discord群中项目方（discord名为“ICProposal”）处于离线状态，当他直播结束以后，Discord群中项目方才开始回复消息；与此同时，Discord项目方在线时间为北京时间下午4点至北京时间凌晨4点，这与群主所在瑞典作息时间吻合。由此可见，群主和项目方可能为同一人。

6.群主在项目方卷款逃跑后不久，注销了自己在Youtube、Twitter等网络上所有信息和账号，并拒绝参与ICProposal DAO项目维权，有删除证据的嫌疑。

7.在项目预售快要结束时，以过滤成员为由删除全部视频解散公共交流群并提出建立私人收费群；预售结束后群主拒绝退回收费群群费，并将要求退费人员踢出群。 随后离开了收费群，并未兑现对收费群的承诺。

8.在项目方卷款跑路以后毫无愧疚之心，情绪激动，表现反常，辱骂群友，最终销声匿迹。

综上所述，我们怀疑群主利用YuoTube平台进行直播，用了6个月时间吸引1200余名粉丝入群，再通过自己的影响力宣传项目，并鼓励进群的群友购买项目预售产品。群友向ICProposal DAO项目筹款地址（0cd9714fd5fe8b3d5699985b1a8cac4552ba8383116dfdbccb8f96932bbe7ee4）共打入7659个icp。预售结束后，项目方携款潜逃，导致群友共损失7659个ICP（价值约15万美金）。事发后，他拒绝同受害者一起维权，拒绝退收费群群费约（价值约374美金），并辱骂群友，注销一切网络账户，删除自己相关信息。群内受害者无法联系到他。通过他的一切行为我们有理由怀疑他与潜逃的项目方有深刻的联系，甚至这个项目是属于他本人。因此需要他对此事做出合理解释，并列出相应证据，如不能则认定他有诈骗嫌疑。他则需要赔偿受害人的财产损失，维权费，精神损失费，误工费等。

最近“ICProposal维权群”群友提供线索，在ICP生态笔记直播过程中无意间展示了自己另一个YouTube账号，叫“小火锅生活记”（该账号在我们发现当天已立刻注销）通过比对，群主与“小火锅生活记”账号的持有者为同一人。该账号是群主与一位女性共同管理。这个账号记录了群主现在生活的国家，城市，以及他的工作地点和职位。经过照片的比对，发现群主与Dr YutongGuo长相极其相似，并且Dr YutongGuo的工作地点与群主“小火锅生活记”里提到的工作地点一致。此外，与群主一同管理“小火锅生活记”账号的女性也在抖音号“小火锅生活记”中向我们证实群主为目前已被证实为瑞典S:t Eriks Ögon医院眼科医生Dr Yutong Guo，中文名为郭昱彤，出生年月日为1989年4月21日。同时，瑞典医学考试信息（https://lakartidningen.se/aktuellt/nyheter/2022/02/var-fjarde-forening-vill-se-obligatorisk-st-examen/）中出现的Dr Yutong Guo与群主的姓名、相貌高度匹配。

3月11日北京时间晚9点，群主通过Youtube频道直播再一次强调了ICProposal DAO项目的潜力，并表示自己再次花费80个ICP购买了ICProposal DAO项目（总共花了320个ICP购买了项目），鼓动大家积极参与。Youtube频道直播结束后群主便删除了这次直播的内容。这是他在Youtube频道上最后一次直播。 11/03/2022: 9:00 p.m, He presented another live broadcasting , announcing that he had spent another 80 ICP to purchases , emphasizing again the potential of the project, encouraging the members to buy . and , this was his last live broadcasting . the video were deleted right after the end of the live broadcasting .

3月12日北京时间晚10点，项目预售期结束，项目方承诺24小时内将预售的大象NFT发放到购买者账户。 12/03/2022: 22: 00 Pm , Pre-sale ended, and the project party promised to issue the pre-sale NFT to the buyer's account within 24 hours.

以下为3月13日发生的事情： 13/03/2022:

1.北京时间凌晨3点左右，群主把打款群友拉入OpenChat私人群聊“ICP生态笔记”。 1、 About 3:00 a.m ,members who have paid 1 ICP were invited to a new chat room also name as "ICP Ecological Notes".

2.北京时间凌晨4点左右，ICProposal DAO项目突然消失。ICProposal DAO项目的Discord群（ICProposal）被无端解散、推特账号（@ICProposalDAO）被注销。大量群友发现被骗。项目方承诺的“将大象NFT发放到购买者账户”并没有兑现，此项目相关人员至今再没出现过。 2.、At about 4:00 a.m. the ICProposal DAO project suddenly disappeared. The Discord &Twitter account (@ICProposalDAO) could not be visited. All the NFT buyers found themselves cheated. Nothing promised by the project party has been fulfilled, not a hint of the relevant personnel of this project have appeared since then .

3.北京时间凌晨5点左右，群主的推特账号由“ICP生态笔记”改名为“我日你妈，icproposal，fuck you all，操你妈小丑”，试图将项目卷款跑路（Rug pull）嫌疑转向小丑团队（ICPunks）和Wenzel Barlett（推特@BarlettWenzel）。 群主在推特上表示自己在找小丑团队（ICPunks）和Wenzel Barlett（推特@BarlettWenzel）讨要说法未果。 3. At about 5:00 a.m. Dr YutongGuo’s Twitter account was changed from "ICP Ecological Notes" to "Mother fuck, icproposal, fuck you all, fuck your mother clown", trying to turn the Rug pull suspicion to the clown team (ICPunks) and Mr.Wenzel Barlett (Twitter @BarlettWenzel). Dr Guo tweeted that he had made enquiry to the clown team (ICPunks) and Mr. Wenzel Barlett (Twitter @BarlettWenzel) but with no result.

4北京时间8点左右，大量被骗群友加入“ICProposal维权群”。后证实被骗的人全是之前OpenChat公共群聊（ICP生态笔记）的群友。 4. At about 8:00 am, a large number of deceived members joined the "ICProposal Rights Defending Chatroom". Nearly all the members of this right defending chatroom were the members from Dr YutongGuo’s previous OpenChat public chatroom (ICP ecological notes).

3月14日，原ICP生态笔记群主也加入“ICProposal维权群”（以“ICP”“ICPwhale”两个账号）辱骂、误导试图维权的群友，甚至扬言“被骗活该，一起下地狱”等恶毒言论。下午，群主在“ICProposal维权群”中得知Dfinity中国介入此事以后，在其推特上攻击了小丑团队（ICPunks）、Wenzel Barlett（推特@BarlettWenzel）、PLUG钱包、Stoic钱包试图撇清嫌疑，同时，群主在OpenChat私人收费群“ICP生态笔记”中提出自己要离开一段时间，转移了自己在私人群的群主身份，并拒绝了群友退入群费的请求。随后在互联网上注销了所有账号，并消失。

14/03/2022: Dr YutongGuo joined the "ICProposal rights defending chatroom" (with the two accounts of "@ICP" and "@ICPwhale") to abuse and mislead mumbers, and even threatened vicious remarks such as "being deceived to hell together".

In the afternoon, after knowing Dfinity China has intervened this issue, Dr YutongGuo attacked the clown team (ICPunks), Mr. Wenzel Barlett (Twitter @BarlettWenzel), PLUG wallet, Stoic wallet on his Twitter to try to get rid of suspicion on him.

At the same time, Dr YutongGuo told the members that he would leave for a period of time, transferred his chatroom group owner identity in the private chatroom, and refused to return the membership fee .

And then , all his accounts were cancelled on the Internet and disappeared.

由于群主一系列反常的、不合理的举动引发了社区成员的怀疑，怀疑他与潜逃的项目方有深刻的联系，甚至这个项目是属于他本人。原因如下： 1.他是最早在社交媒体提到项目的人，只有他一人知道这个项目。他是唯一的推广渠道，所有购买项目的人知道这个项目都来源于他的推广。 2.项目方与小丑团队和Wenzel Barlett（推特@BarlettWenzel）的关系全是群主捏造。甚至他所透露的比项目官方都要多。比如空投小丑和大猫的NFT，（已求证这些全是谎言）。 3.群主在群内承诺自己从小丑团队AIA那里确认了会在gigaversemarket上市。（项目捐款潜逃后我们与小丑团队证实查因为此项目还在审核中，并不具有在gigaversemarket上线的资格。） 4. ICProposal DAO项目方在官方推特上并未提及与小丑团队有任何关系，也没有说明会在小丑平台上线。

5.有群友指出，在他Youtube频道直播推广项目期间，项目Discord群中项目方（discord名为“ICProposal”）处于离线状态，当他直播结束以后，Discord群中项目方才开始回复消息；与此同时，Discord项目方在线时间为北京时间下午4点至北京时间凌晨4点，这与群主所在瑞典作息时间吻合。由此可见，群主和项目方可能为同一人。

6.群主在项目方卷款逃跑后不久，注销了自己在Youtube、Twitter等网络上所有信息和账号，并拒绝参与ICProposal DAO项目维权，有删除证据的嫌疑。

7.在项目预售快要结束时，以过滤成员为由删除全部视频解散公共交流群并提出建立私人收费群；预售结束后群主拒绝退回收费群群费，并将要求退费人员踢出群。 随后离开了收费群，并未兑现对收费群的承诺。

8.在项目方卷款跑路以后毫无愧疚之心，情绪激动，表现反常，辱骂群友，最终销声匿迹。

综上所述，我们怀疑群主利用YuoTube平台进行直播，用了6个月时间吸引1200余名粉丝入群，再通过自己的影响力宣传项目，并鼓励进群的群友购买项目预售产品。群友向ICProposal DAO项目筹款地址（0cd9714fd5fe8b3d5699985b1a8cac4552ba8383116dfdbccb8f96932bbe7ee4）共打入7659个icp。预售结束后，项目方携款潜逃，导致群友共损失7659个ICP（价值约15万美金）。事发后，他拒绝同受害者一起维权，拒绝退收费群群费约（价值约374美金），并辱骂群友，注销一切网络账户，删除自己相关信息。群内受害者无法联系到他。通过他的一切行为我们有理由怀疑他与潜逃的项目方有深刻的联系，甚至这个项目是属于他本人。因此需要他对此事做出合理解释，并列出相应证据，如不能则认定他有诈骗嫌疑。他则需要赔偿受害人的财产损失，维权费，精神损失费，误工费等。

最近“ICProposal维权群”群友提供线索，在ICP生态笔记直播过程中无意间展示了自己另一个YouTube账号，叫“小火锅生活记”（该账号在我们发现当天已立刻注销）通过比对，群主与“小火锅生活记”账号的持有者为同一人。该账号是群主与一位女性共同管理。这个账号记录了群主现在生活的国家，城市，以及他的工作地点和职位。经过照片的比对，发现群主与Dr YutongGuo长相极其相似，并且Dr YutongGuo的工作地点与群主“小火锅生活记”里提到的工作地点一致。此外，与群主一同管理“小火锅生活记”账号的女性也在抖音号“小火锅生活记”中向我们证实群主为目前已被证实为瑞典S:t Eriks Ögon医院眼科医生Dr Yutong Guo，中文名为郭昱彤，出生年月日为1989年4月21日。同时，瑞典医学考试信息（https://lakartidningen.se/aktuellt/nyheter/2022/02/var-fjarde-forening-vill-se-obligatorisk-st-examen/）中出现的Dr Yutong Guo与群主的姓名、相貌高度匹配。
