Prop 272: Nouns DUNA Bylaws and Formation

This is an easy FOR vote for me. We already decided to become a DUNA, so we have a number of procedural votes ahead and the Bylaws look good to me. It's cool to see this onchain and I immediately started getting messages from non-Members of the greater Ethereum DAO community who were excited to see the first DUNA docs onchain and were adding the Nouns Bylaws to their toolkit.
