Buy and burn updated mechanics

Rather than buy and burn tokens every 5 minutes continuously, it makes more sense to do it under the following conditions.Right after a RebaseWhen the price is below a certain levelBuy and burn every 5 minutes After the price is above a certain threshold, stop.
