The Measures specify that the turnover index of second-hand passenger car transactions (hereinafter referred to as turnover index) refers to the index used by second-hand car circulation enterprises registered in Beijing to purchase second-hand passenger cars and verify second-hand car sales invoices under the passenger car quantity control policy; The turnover index does not limit the total amount and implements free allocation; When second-hand car circulation enterprises use turnover indicators to purchase second-hand passenger cars for transfer registration, the traffic management department of the public security organ shall be responsible for signing the transfer registration items on the motor vehicle registration certificate, determining the motor vehicle registration number, issuing the motor vehicle driving license and inspecting the qualified signs, but not making or issuing the number plate.

According to the measures, the number of turnover indicators used by second-hand car circulation enterprises at the same time shall not exceed the number of parking spaces rented in the second-hand car trading market legally registered in Beijing (hereinafter referred to as the trading market) or the number of enterprise parking spaces. Second hand car circulation enterprises outside the trading market shall have fixed parking spaces other than road parking spaces when applying for turnover indicators, and the number shall not be less than 20. Families, individuals, institutions and enterprises not engaged in the circulation of second-hand cars cannot apply for turnover indicators.

For example, if a used car circulation enterprise rents a parking space in the trading market, the enterprise can apply for one turnover index at the same time. After the enterprise sells the second-hand passenger cars acquired by using the turnover index, the enterprise can apply for using one turnover index again. If the enterprise has completed 10 acquisitions and sales transactions in a year, the enterprise has applied for 10 turnover indicators in a year. For the number of parking spaces rented by second-hand car circulation enterprises in the trading market and the number of enterprise parking spaces, the trading market and the city’s Automobile Circulation Industry Association (hereinafter referred to as the industry association) shall verify and issue supporting documents respectively, and upload the verified number of parking spaces, the use of turnover indicators and other information to the Beijing passenger car index regulation and management information system.

The measures require that the trading market should strengthen the vehicle access management of resident enterprises, and the industry association should supervise enterprises outside the trading market to strengthen the vehicle access management and strictly control the second-hand passenger cars to be traded from the business premises. For those who falsely report the information of parking lot and drive the second-hand passenger car to be traded in violation of road traffic safety laws and regulations, the application for turnover index of relevant enterprises shall be suspended within one year.

The industry has actually talked about solving the problem of second-hand car trademark attribute for many years. In fact, at present, the second-hand car transaction is based on the transfer of asset property rights, and the vehicle is not displayed in terms of commodity attributes. The second-hand car operators need to transfer ownership many times in the links of car collection, car sales and so on.
