In order to implement the guiding opinions of the general office of the State Council on establishing and improving the outpatient mutual aid guarantee mechanism of basic medical insurance for employees (Guo Ban Fa [2021] No. 14) and further improve the basic medical insurance system for employees with mutual assistance and shared responsibility (hereinafter referred to as employee medical insurance), with the consent of the provincial government, the following implementation opinions are put forward, which should be carefully implemented.

For some special treatment suitable for outpatient service and more economical and convenient than hospitalization, it can be managed with reference to hospitalization treatment.
