In recent days, the newly amended regulation on the regulation of the regulation of the management of urban accommodation and sanitation in the deep-rooted city was adopted by a vote of seven members of the Standing Committee at its seventeenth session, effective 1 September 2023.
The revised Regulations no longer provide for a complete ban on the roadside. In particular, the provisions of the original “prohibition of shops, door shops, the sale of outside windows, the operation” should be modified to read “businesses, door shops over doors, the sale of outside windows, the operation of which should be regulated”.
On the basis of the original “prohibition of unauthorized access to urban roads and their sides, pedestrian bridges, tunnels and other public spaces, stalls, sales of commodities”, add the exception “the street office may delimit the playing field on the basis of the principle of convenience of the masses, reasonable layout and orderly regulation”.

Since this year, cities such as Beijing, Shanghai and Lan States have also been exploring policies that operate outside.
In January, the Beijing Programme for the Cleaning of Invisible Barriers to the Optimization of the Consumer Business Environment was launched and 51 reform tasks were proposed to close down points, including regulating out-of-business. In February, the Shanghai Sea issued Guidance on Further Managing the New Period (Advisory Draft), proposing that the District People’s Government, together with the relevant municipal authorities, could delimit the open zone, establish features, dredging points, control points, and delimit the restricted areas, controlled areas, etc.
In recent days, the State of Land has issued Guidance on Further Regulation of Outside Business (Provisional), which regulates the setting of off-the-counter areas and individual stand-offs, defines the conditions for ex-posting, sets out innovative niches, and encourages the formation of a service pattern that is “essential business as a subject and amortized”.
How can amortization be managed? Clear operating norms everywhere
The absence of a comprehensive policy ban does not mean total liberalization, and many regions have begun to explore new forms of amortization, and new regulatory norms need to be established.
For example, this year’s networked infrared city, which is of concern, provided guidance on the population’s stalls two years ago. In June 2020, the UPU Department of Integrated Administrative Law Enforcement planned 12 outposts, morning and night city distribution points, while operating in the mandated area would not be charged any fees and all utilities would be exempted.

The State proposes that food distributors and street artisans be qualified and that eligible individuals may apply to operators such as early and night.

Experts: outside commercial policy is not simple or not
How can the city’s “smoking” be balanced with the city’s beauty environment, how can it be avoided, and what can be “death”?
The Associate Director of the Centre for Research on Digital Economy and Financial Innovation of the University of Jiang, Research Fellows and Forest-to-Central New Network, stated that allowing commercial outdoors could contribute to the livelihood economy, create jobs and promote income growth for the general population, as well as a very important link in a dynamic cycle of economic ends.
