This building was built in the 17th century by D. Joana de Carvalhal, and became the seat of the municipality from the end of the 19th century onwards. It has a quadrangular shape, an interior patio and a rococo decoration on the façade, having undergone considerable modifications in 1940, according to the projects of Raul Lino and Carlos Ramos. On the north façade we can see a bas-relief by António Duarte that represents the patron saint of the Madeiran capital, Santiago Menor, while in the inner courtyard there is a statue of Leda and the Swan that was in the old D. Pedro V Market. Inside, the Noble Hall with portraits of the last kings of Portugal, an allegory of Funchal City Council, baroque furniture and the Municipal Assembly room with paintings by Rui Carita and Max Römer.

Architect: Raul Lino and Carlos Ramos made changes to the building in 1940. Construction date: 1758Architectural style: Residential civil architecture, baroque, rococo and revivalist.
