The Bolhão Market is one of the most emblematic markets in the city of Porto, in Portugal.

Its construction is characterized by its monumentality, typical of neoclassical architecture. The sellers at the market are spread over two floors. There are four main entrances at different levels: the south entrance gives access to the ground floor via Rua Formosa, the side entrances via Rua de Sá da Bandeira and Rua Alexandre Braga give access to an intermediate level with staircases that connect both floors, and finally, the north entrance on Rua de Fernandes Tomás, which gives direct access to the upper floor.
The Bolhão Market is mainly dedicated to fresh products, especially food. The sellers are divided into different specialized sections, namely: fishmongers, butchers, horticultural and floral areas. On the outside of the building there are stores selling other varieties, such as clothing, coffee shops, perfumeries, fabrics, etc.
The market building was approved as a property of public interest on February 22, 2006.
In 2013 it was classified as monuments of public interest.

Location
Mercado do Bolhão is located in the parish of Santo Ildefonso, bounded to the north by Rua de Fernandes Tomás, to the south by Rua Formosa, to the east and west by Rua Alexandre Braga and Sá da Bandeira, respectively. Integrated in downtown Porto, the area of which the market is an exponent is known for being an area of traditional stores dedicated to food products. In addition to the Bolhão Market, fine grocery stores are located around it, such as "Casa Chineza", "Casa Transmontana" and "Pérola do Bolhão".

History
The origins of Mercado do Bolhão, one of the most emblematic buildings in the city, date back to 1839, when Porto City Council decided to build a square on land acquired from the council. In this place there was an extensive marsh, crossed by a stream that formed a bubble of water, which gave rise to the name of the market, 'Bolhão'. A few years later, this square was improved with the construction of access ramps and wooden stalls in the central corridor of the market. Later, at the beginning of the 20th century, the city's leaders decided to build a new market outside the town, in order to ensure the food supply that would allow the city to expand. It was then that in 1910 a preliminary project by the architect Casimiro appeared. Barbosa, which envisaged a building with two wings, with Rua de Sá da Bandeira as the central axis. However, this project was abandoned for economic reasons, and the current building ended up being built in 1914, in a project designed by the architect Correia da Silva. It was an avant-garde work for the time, due to the use of reinforced concrete in combination with metal structures, wooden roofs and granite stone masonry. Throughout its history, the market underwent some changes, with the construction of the floor that divides the building in the 1940s, connecting the entrances between Alexandre Braga and Sá da Bandeira streets.
Currently, the Bolhão Market building has been completely renovated. It was rebuilt for more than 4 years, and on September 15, 2022 it was reopened to the public.
Controversy surrounding rehabilitation
The need for in-depth rehabilitation began to be considered in mid-1984, when municipal services detected serious construction pathologies in the market's floors. Following the works that followed, the technicians concluded that an intervention to consolidate and rehabilitate the market was necessary, and the municipality decided to open a competition that was won by a project presented by the architect Joaquim Massena.
Process since 1992
In the 1990s, the Porto City Council resorted to an international public competition, appointing IPPAR, the Faculty of Architecture of the University of Porto and the architect Álvaro Siza Vieira as the competition jury. The basis of the competition was based on the following: Maintaining the general character of the building, with regard to safeguarding formal and functional aspects, maintaining the Traditional Market, by adding new functions to lost spaces.
The winning project, by architect Joaquim Massena, was approved "unanimously with distinction and Praise" (cited in the Competition Process 1992 Mercado do Bolhão- C.M Porto, exhibited at Orfeão do Porto) It contemplated the maintenance of the entire building from a Heritage perspective, in its functional and compositional aspects. Traditional commerce is maintained, providing new infrastructure for the sale of fresh produce. Museum and Auditorium areas are also considered, reinforcing different opening hours in the Market.
In 1994, with the articulation of the Metro Ligeiro do Porto system with the Mercado do Bolhão Metro station, C.M. Porto, decided to move forward with the Rehabilitation of the Market, making the award that same year to the team led by the architect Joaquim Massena, the execution project, for the Rehabilitation of the Bolhão Market.
The architect Joaquim Massena installed a support office inside the Mercado do Bolhão, with the aim of carrying out an exhaustive survey on the use of the building and its physical state, as well as providing information on the work carried out by the team, to Merchants and the City.
In 1997, the Bolhão Market was requested to be classified as a heritage building.
The classification was approved by C.M. Porto's notice of 10/97, confirmed by IPPAR (currently IGESPAR).
In 1998, the City's implementation project was monitored by all Guardianship Bodies, including C.M. Porto, and IPPAR (Institute of Architectural and Archaeological Heritage - currently IGESPAR).
The implementation project was approved by all Guardianship Bodies in 1998, and was ready to be implemented, which did not materialize.
Process in 2007
In 2007, Porto City Council decided to open a new public competition for design/construction/operation.
The competition allows the Bolhão Market to be handed over to private operators for 70 years (50 + 20 years). The winning real estate company, TramCroNe - Promoção e Projectos Imobiliários, S.A., announced in the person of its administrator Eng. Pedro Neves, that "the demolition of the entire interior of Mercado do Bolhão is an inevitability to make the investment profitable". The program also includes the construction of luxury housing and a shopping center, leaving only around 3% of the total area of the Bolhão Market for traditional commerce.
These premises provoked a series of civic movements, raising various social and cultural issues, promising to prevent the demolition of the Bolhão Market.
Various associations and movements, as well as individual citizens of Porto, came together in an attempt to prevent the Bolhão Market from being handed over to private individuals for 70 years (50 + 20 years) and its demolition, raising awareness for its urgent rehabilitation. Among the actions developed include a petition with more than 50,000 signatures, delivered to the Assembly of the Republic, a legal action, several mobilization initiatives with the Market and the Chamber, gatherings and clarification actions and the Cordão Cultural do Bolhão, a major event cultural event around the market, which featured the participation of several artists who supported the cause.
In January 2008, the municipality approved the contract to award the recovery and exploration of the market to private parties, but the parties broke down due to what the municipality called "non-compliance with pre-contractual obligations".
The Chamber then decided on a partnership with the Ministry of Culture, through DRC-N, but at the end of 2011 Rui Rio announced that he would not be able to move forward with the 20 million euro project without a substantial contribution from community funds.
2015 process
On April 22, 2015, the Porto City Council presented the Bolhão market project after announcing a break in finances to do it on its own, in what is the fourth initiative to requalify the space.
Porto City Council announced that it will invest 20 million euros in the space.
The market will be equipped with artificial heating for the winter, roofs on the lower floor, direct access to the metro and a technical basement with access for loading and unloading from Rua Alexandre Braga. It will maintain the commercial part and install restaurants on the upper floor, with the entrance on Rua Fernandes Tomás, transferring the entire fresh market to the lower floor.
In January 2016, it was announced that the public tender for the requalification of the market would be launched by the end of March 2016. Porto City Council already has the projects ready and is finalizing the documentation.
In July 2016, it was announced by the Porto City Council that the rehabilitation works at Mercado do Bolhão will begin on August 1st of the same year, and it is estimated that the renovation works will only be completed in 2019.
On December 19, 2016, the international public tender was launched to requalify the Bolhão market for a maximum value of 25 million euros. The contract for the restoration and modernization of Mercado do Bolhão to be signed with the municipal Public Works Management company will have a term of 720 days and the award criterion will be the lowest price.
The undertaking aroused the interest of 41 economic operators and saw the submission of 12 applications. From the first phase, eight companies were selected for a second round, among 12 competitors.
The eight selected companies are: Domingos da Silva Teixeira, S.A. and Cari Construtores, S.A.; Casais - Engenharia e Construção, S.A.; Ferrovial Agroman, S.A.; Conduril -Engenharia, S.A. and MRG - Construction S.A.; Alexandre Barbosa Borges, S.A., Nicolau de Macedo, S.A. and Bragalux - Montagens Eléctricas, S.A.; Teixeira Duarte - Engenharia e Construções, S.A.; Alberto Couto Alves, S.A. and Lúcio da Silva Azevedo & Filhos, S.A.; HCT - Construções, S.A. and Ferreira - Construção, S.A.
The contract for the restoration and modernization of Mercado do Bolhão was awarded to the group Alberto Couto Alves S.A. and Lúcio da Silva Azevedo & Filhos S.A., for more than 22 million euros, having been officially awarded on May 15, 2018, with an expected deadline of two to complete the work.
The contract for the access tunnel to the market's basement was awarded at the end of February 2019 to the company Teixeira Duarte, for around 4.4 million euros.
In December 2019, the Porto Chamber announced that the Market's requalification works, which were scheduled to end in May 2020, will be extended for another year, due to the need to change the construction method.
In March 2022, Porto City Council announced that the reopening of the market will take place at the end of June 2022, and will have a total of 129 spaces, including 81 indoor stalls, 10 indoor restaurants and 38 outdoor stores.
The market reopened on September 15, 2022, after four years of renovation works.
The market has a series of new features such as a bridge that will connect the streets of Sá da Bandeira and Alexandre Braga, a direct exit to the metro station and 12 elevators. The ten restaurants, on the side facing Rua Formosa, are committed to shopping in Bolhão. The unloading will be done in the basement, thus eliminating traffic constraints and preventing vans from covering the building.
The facade occupies more than eight thousand square meters, the roof covers more than five thousand and, during the rehabilitation and adaptation work, it was necessary to excavate 30 thousand cubic meters to build the logistics basement. As much as possible, the original tiles and even some ideas that, over time, appeared in the salespeople's heads, such as curtains, were recovered.
The market has 81 stalls, 38 stores facing the street and ten restaurants.
