Constellation (DAG) is the hashgraph protocol that the US Federal and Military use. https://constellationnetwork.io/federal/ Recently they have brought Erik Bethel onboard and he is a significant person in US capital politics.
2008 is a crucial time for cryptocurrencies for it is the notorious release of Bitcoin.
This is also an important year for something else. The World Bank issued the world’s first green bond. This is paved the way for the sustainable bond market, which grew to $1tn in 2021. It may be obvious that the World Bank is important by its name alone, the precedent it sets is crucial for any market it exemplifies.
2018, the World Bank released the “Global Blockchain Bond” or “Bond-I”, which was managed with DLT. The WB sells bonds and takes these funds and provides them to emerging market economies.
Bethel was nominated by the president and confirmed unanimously by the Senate to represent the United States at the World Bank. At the World Bank from 2018 - 2020, Mr. Bethel participated in the analysis and deployment of over $100 billion of capital in the developing world through grants, loans, equity investments, and other financial products.
He spoke with Buterin, R3, Hyperledger and more. One of his ideas was to have WB Token. WB Loans has to go to the ministers who then give them to contractors then to sub-contractors and so on. This leaves the loan open to pilfering. If the loan is given in WB Tokens, then when you go to cash in the tokens you have to be authorised by the WB. They are worthless otherwise. This traces the funds.

Another initiative was the Royalty Token. This is given to local workers as a way to incentivise and provide value at the local level rather than a project be built and all the wealth is drained from the locality. These initiatives are ongoing.
He is against the CBDC idea where it stops you from purchasing particular goods. He is for levels of transactions being anonymous, then semi-anonymous then at a certain level it becomes open to policy/treasury to look at. He is underwhelmed by the Feds efforts and recommends they create a Tech Sandbox and allow providers to work in the sandbox – this is something the UK is doing.
He noticed when he was at the WB that they issued Lenovo laptops, which are Chinese laptops known for backdoors. He met the CTO of WB, it turned out she had ties to China. The Chinese had lobbied for Lenovo laptops into the WB. On an intriguing note, China built the Africa Union building and people who worked in IT there noticed a load of data was being taken out of their building and sent to China late in the night. Listening devices were discovered dotted around the building.
The amusing part of the story is the Chinese apologised and offered to provide new equipment. The temerity.
America gave China its credit rating, China was able to gain loans from the World Bank then gave out those loans for a higher interest to countries in the Belt and Road initiative.
He is against the Chinese Digital Yuan, a surveillance tool disguised as a payment mechanism. India have used the Yuan already to buy Russian oil, the broader fear is authoritarian regimes such as Cuba or Venezuela using the DY for its obvious purpose. Thus not only is the USD dominance threatened, this tech can really empower authoritarian regimes.
China has grown massively over the last 30 years and is facing the consequences of that. The property market, deflationary environment, the leadership will finance football one day then pull funding the next, billionaires are missing, foreign investment is pulling out.
Digital Yuan allows countries to by-pass the US banking system. When places such as UAE use the Digital Yuan it allows UAE to purchase anything China manufactures. One of the things that irked Bethel whilst he was at the World Bank is the WB supposedly did a lot to help alleviate debt in countries all the while China used its Belt & Road initiative to capture assets and land in foreign country via debt.

https://quadinvestorsnetwork.org/ America has flexed its muscles and is attempting to stop China cornering the semiconductor market.
In May 2023, there is establishment of the White House-sponsored Quad Investors Network, abbreviated to QUIN, this consists of Japan, Australia, India and USA. India’s Epsilon Advanced Materials is building a $500mm plant in North Carolina. There is also a collaboration on Quad Cyber Challenge as China and other countries have divisions focussed on hacking, according to the FBI Director Christopher Wray, Chinese hacking program is larger than all the major nations combined.
There was the OPM hack done by CCP-sponsored hackers as a notable example, the Chinese have been conducting espionage and hacking on the US university system for some time. In November 2023 alone, China is targeted at least 24 Cambodian government networks, Chinese hackers compromised Philippine government networks, Chinese-linked hackers attacked Japan’s space agency during summer 2023 and compromised the organization’s directory and is suspected of an espionage campaign against Uzbekistan and the Republic of Korea.
CSIS track these hacks and Erik Bethel is a Senior Advisor to the CSIS, which stands for Center for Strategic and International Studies.
What leads QUIN is the American Frontier Fund (AFF). Erik Bethel is a General Partner of this fund, a fund started by Peter Thiel and Eric Schmidt. This fund is a reaction to fight back against China and their attempt to corner the semiconductor market. Schmidt finances a quarter of the fund, the CEO of which is Gilman Louie, In-Q-Tel CEO from 1996 – 2006.

In February 2023, SVB – yes that SVB – hosted a Frontier Event. If China-Taiwan escalates, the AFF will 10x overnight, the AFF also holds an important position in advising the Presidency on geopolitical matters. An issue with funds such as this is the insider trading, the pretence is for the good of America and it does provide some good however, on the other side, the intention is diluted as cronyism and power come into play.
If the intentions of AFF are played out, America will spread out its tech-sector from five coastal cities to across the nation. It is attempting to identify the centres of excellence, finance start-ups and education to provide America with a deeper tech centre.
The sectors that can 10x over night are rare minerals and semiconductors. Erik Bethel in May 2023, was brought into Largo Physical Vanadium Corp, a Canadian-based company. Vanadium is used in nuclear reactors and superconducting magnets; it is considered one of the most expensive elements to recover.

The Naval War College Foundation (NWCF) – a non-profit – has appointed Erik Bethel on its Board of Trustees. The mission is to strengthen US Navy leadership, support the US Navy War College and the Nation’s security. This is straight from their 2022 – 2027 Strategic Plan:
“to provide today’s decision makers and tomorrow’s leaders with the tools required to outthink and out strategize those who threaten our interests and those of our international partners and allies. Chinese and Russian expansion, terrorism, artificial intelligence and quantum computing, cyber, autonomous, and unmanned systems, weapons of mass destruction and hypersonic advancements, infectious disease and climate change all present significant challenges in the future, and our military and civilian leaders must have the education and preparation to think strategically in order to create the maneuver space required to either strengthen the foundations of peace or win decisively in battle”

China’s economy has grown fast for a few reasons, one of them is down to the financing of smaller banks for smaller businesses and another reason is due to China stealing massive amounts of intellectual property from all around the globe.
APT-1 is the hacker group that conducted Operation Shady Rat. The goal was to infiltrate a system, sit and learn. This is trickier to do than disrupt a system and leave, you need to evade detection.
APT stands for Advanced Persistent Threat, it was given by the US government. 2011, McAfee found the rat caves and discovered it was from one central organisation. They gave the name Operation Shady Rat.
A spear phishing email that would pose as one from a close acquaintance. There would be a file attached and it was often a simple file, Cyber News reports, it would be as simple as a screensaver file. Yet it worked frequently. The rat would breach the system and stay, siphon data from the computer, FTP it back to China and spread out to other branches, this would make a rat cave funnelling lots of data.
People’s Liberation Army Unit 61398 was suspected. They did not use anything to mask their usage, they did not care about being caught. It was for intellectual property theft. China have 5 year plans and people would read these to help track where the rat caves infiltrated. APT-1 would steal plane designs from Lockheed Martin. Lockheed was done by a basic phishing email pretending to be a co-worker and their designs for the most advanced fighter jet were stolen.
The other objective of APT-1 is “just in case”.
Colonial Pipeline was shut down due to a ransomware attack that ended up with $4.4 BTC given to the hackers. It shows civilian defence are falling behind in the US, unsurprising as the richest nation in the history of humanity regularly ignores financing its civil infrastructure. It really ought to sure up civilian defences as one method the Chinese are devising to attack USA is EMP attack. Airplanes are grounded as comms are disrupted, hospitals power is down, water treatment plants stop, petrol stations cease action, phones cannot function.
Volt-Typhoon is another Chinese-backed hacking group and Microsoft reported how Volt get into infrastructure with living-off-the-land techniques and one massive operation is getting into nodes of the major communications infrastructure that traverses the Pacific. It installed a kill switch in case the invasion of Taiwan goes ahead, China can cut communication between USA and its allies in the Pacific.
The internet cables of the world are dominated by America, France, Japan and China. The submarine cables transfer trillions of $’s a day as well as data. The optical fibres fire laser signals along these cables, which need a repeater device to uphold the signals integrity. The repeater device is a vulnerability as it is goldmine for surveillance on any side.
The expertise of submarine cables is limited therefore governments will go to who is available, even rival powers, to repair infrastructure. 2015 saw China launch the Digital Silk Road, in 4 years it captured 15% of the global market. China is more focussed on the maintenance of cables due to America, France and Japan’s dominance. Microsoft, Meta and Google comprise 2/3s of bandwidth use. It is hard for China to continue eating into the submarine pie as America uses the threat of sanctions against those who contribute to it.
SubCom is a company that exclusively deals with the US Navy and Military, it lays down undersea cables and surveillance. Japan has NEC Corporation, France has Alcatel Submarine Networks and China has HMN Tech. SubCom are run by Cerberus Capital Management and Cerberus sit on the EXIM SUBCOMMITTEE ON STRATEGIC COMPETITION WITH THE PEOPLE’S REPUBLIC OF CHINA (Chairman’s Council on China Competition). Right next to them is Erik Bethel representing Interval Ventures. EXIM is the Export-Import Bank of USA.
SubCom secured from tech giant Google to build the world’s largest private undersea internet network. A quote from Reuters report, “SubCom announced in 2020 that it was building a commercial subsea internet cable from Australia to Oman. The $300 million project included a clandestine link to a U.S. Navy base on the remote Indian Ocean island of Diego Garcia, which was funded by the Pentagon.” (https://www.reuters.com/investigates/special-report/us-china-tech-subcom/)

Apricot, Biofrost and Echo cable channels are opening this year of 2024 and these circumvent the troubled waters near China.
In 2020, the World Bank scraped a project to have cables directly connect Guam, Micronesia, Nauru and Kiribati with one another as China’s HMN Tech was in lead position. USA contacted Micronesia saying “Hey, we don’t like you talking with the Chinese”. Cast our minds back, Erik Bethel was at the World Bank representing America at the time.
Aside from being multi-lingual and an exceptionally smart person, Erik Bethel had a spell in China, he was there for 10 years and speaks fluent Mandarin. He points out in a Real Vision interview that he saw China was going on the same path as Japan and Korea but ten times bigger, which makes sense as it took the strategies that Japan and Korea adopted and applied it to its billion plus population. He started a fund there that he sold to Franklin Templeton.
He got a sense that the Chinese were open to Americans, they had a respect for America but also sensed the Chinese thought themselves being #1 was inevitable. Xie Jinping then came to power and weaponised that belief.
