Hello dear ScaleWatchers,
Let's round up and comment some of the most important news that happened this week in the L2 scene:
*Work in progress, experimental Edition*
Windows outage freezes the World
Straight after we published the first edition of our ScaleWatching the Week Newsletter last week, the world came to a halt due to a Windows Software Global outage that resulted in the Blue Sceen of Death appearing all over the planet and affecting all kind of industries.

During such a chaos, it was very welcoming to see that Blockchain Decentralized Networks kept on running smoothly except for the Scroll L2 that briefly put their chain finalization on hold due to a vulnerability alarm in the RhoMarkets lending protocol (issue apparently not connected to the Windows outage) that didn't lead to any exploit of funds.
Numbers of Blockchain Devs remain stable but still under '22 peaks
Electric Capital updated their Developer Report with data that goes all the way to the July 1st. The fresh figures seem to confirm an overall stagnation in the number of monthly active blockchain developers (26k).

The L2s that are seeing the most yearly growth in full time developers are Linea (+686%), Fuel (+49%), Aztec (+35%), zkSync (+28%), Starknet (+19%) and Base (+14%).
Joe gives in
US President, Biden, finally gives in to the Democratic party's pressure and drops out of the race with his current Vice President, Kamala Harris, set to become his substitute to face Trump in the November's elections. The news added some insecurity in the markets and in the Crypto sphere as Trump's victory over Biden was being given almost for granted. Nevertheless, Democrats are likely to gain more terrain in the coming months with their new candidate. In terms of Crypto stance, Kamala Harris has not taken a public stance on Crypto yet and but we could have some hint on that depending on who's going to be her VP. However, as we're about to publish this edition, Harris has rejected the invitation to speak at the Bitcoin conference.
ETH ETF Dream comes true
Eth ETFs starts trading on Tuesday and inflow response was very good with more than $1B volume in both the first and second day of trading.
After ending the previous week touching $3550 to welcome the trading start of the ETH ETF, ETH and most other Crypto assets dipped around 10/15% mid-week as they follow an expected retracement in traditional markets, especially in the Tech Sector.

As we stated last week, Tech Stocks were entering overheated territory, therefore I believe that their retracement is a very healthy news for most markets as it could lead to boring but needed price consolidation during the uncertain months leading to the US elections before continuing their secular bull market in 2025.

ArbitrumDAO holds a Governance vote to ban the DeFi Aggregator Furucombo from the DAO due to alleged funds misuse.
Linea's CultureSZN begins its third wave with a vote to select the most active and beloved projects for community rewards.
Deep analysis of the Starknet developer base by David Barreto (Starknet Foundation).
Social-focused and Superchain-based L2, Cyber, begins the Social Summer campaign which is a 6-week initiative that includes bounties and NFT rewards for content creators.
Polygon makes the point of the situation regarding their first "Consumer Crypto" grant season distributed through ThriveProtocol whose goal is to help projects building products for the masses. This thread and corresponding analysis goes through the categories and the projects that were chosen in the program.
