Establish a research base for scientific and technological innovation think tanks, promote the transformation and upgrading of 100 key agricultural technology associations, and cultivate 50000 new professional farmers

Recently, the Provincial Association for science and Technology issued the action plan of Liaoning Association for science and technology system serving Rural Revitalization (2022-2024), which integrates the intellectual and human resources of the Association for science and technology system, further promotes the organizations at all levels of the Association for science and technology to actively integrate into the overall situation of Rural Revitalization Strategy, and leads the majority of scientific and technological workers to make achievements in Rural Revitalization.

It is understood that the action plan will focus on food security, the improvement of comprehensive agricultural production capacity, rural green innovation and development, the improvement of farmers’ scientific quality and other key work, and carry out rural revitalization service action based on the responsibility orientation of “four services” of the Association for science and technology. Based on the three service platforms of “scientific innovation Liaoning”, “Zhihui Liaoning” and “popular science Liaoning”, the Provincial Association for science and technology system will implement 14 sub projects, including key agricultural technology research and promotion assistance plan, innovation assistance County Development Service Plan and farmers’ innovation and entrepreneurship service plan.

Focusing on the agricultural production structure and industrial layout of our province, the action plan will gather the innovative intelligent resources of the Association for science and technology, carry out scientific and technological consultation, technology promotion, talent training and other services, strive to accurately meet the needs, accurately match the resources, and solidly improve the service efficiency. To this end, the action plan proposes to establish 100 agricultural “science and Technology 110” service stations in “innovation driven demonstration counties (districts)” and agricultural high-tech industrial parks, rely on the service stations to establish a “demand bank” for science and technology and talents in the front line of agricultural production, and the provincial society to establish an “expert bank” according to discipline classification, so as to shorten the effective time for grass-roots to seek experts and solve urgent and difficult problems.

At the same time, the action plan will make good use of the talent resources organized by provincial associations and local associations for science and technology, make full use of the systematic resources of China Association for science and technology and the National Association for science and technology, guide all kinds of innovative elements to gather in the rural areas of our province, and jointly promote the construction of agricultural and rural modernization. Focusing on the key technical problems in the fields of facility agriculture, main crops, livestock, poultry and aquatic products, fresh cut flowers, edible fungi and other fields with regional and technical advantages in our province, the action plan will rely on national and provincial societies to establish 50 academician expert workstations (or contact points), society service stations and Haizhi expert workstations, flexibly introduce 200 high-end talent teams, and realize the transfer and transformation of 100 scientific and technological achievements.
