Do people realize how stupid and corrupt this is? There's fraud EVERYWHERE the biggest impediment to finding it is resourcing (like funding the IRS!!). If you only target States with political opponents, it's very easy to create a distorted perception of negligence by leadership that may be far worse in States not being targeted by this effort because there's no baseline established.
