Nauseda indicated that the NATO summit would be held from 11 to 12 July in Brunei, the capital of Lithuania, and that a discussion on the possibility of Ukraine’s accession to NATO would be the “most difficult issue” at the Summit.
He said: “Practically, this will be the most difficult issue. Lithuania is pushing this ambitious agenda forward, but some countries have not yet decided to release a strong signal on this issue to President Zerrouski of Ukraine.”
Nasenda rejected the idea that Ukraine might join NATO before the end of the conflict, “this is too difficult, and we know it, as well as Ukraine itself. We must make a practical point in identifying the steps and modalities of action after the end of the conflict.” He hoped, however, that the “road map” to join NATO would be handed over to Ukraine at the NATO summit in July, “We must send a signal that Ukraine would like to join NATO and that it could be part of NATO”.
Nasenda indicated that NATO must overcome the old “open door” model.
The application of Ukraine for rapid accession to NATO was submitted on 30 September 2022. The NATO Secretary-General, Jens Stoltenberg, then carefully responded that, while any “democratic State” in Europe could apply for membership in NATO, the decision on NATO membership must be taken by all allies and decided by consensus.
In early April of this year, during the visit to Kyiv by Stoltenberg, it was stressed that the NATO gate remained open to Ukraine. He also indicated that participants in the NATO summit in July would discuss the issue of security in Ukraine.
Zerrougui indicated that he would participate in the NATO Summit only if NATO was willing to advance specific cooperation with Ukraine and to provide security to Ukraine as a temporary alternative to joining NATO.
On 6 April, the British Financial Times, citing four sources, reported that Poland and the Baltic States persisted in providing Ukraine with a “road map” to join NATO at the NATO summit in July, but were opposed by the United States, Germany and Hungary. According to sources, fears by the United States that Ukraine’s proximity to NATO will lead to an escalation of the Russian-Unian conflict.
Commenting on the NATO Secretary-General’s visit to Kyiv, the Press Secretary of the Russian President, Perskov, stated that preventing Ukraine from joining NATO remained one of the objectives of the special military operation.
