In recent years, the acceleration of the country’s digital government and a significant increase in the capacity of government services, the emergence of innovative practices such as “one-stop-shop”, “one-stop-shop” and “up-on-one-up”, have opened new opportunities for operators to take advantage of the cloud-based intellectual integration capacity.
From 10 to 14 May, the Chinese brand day of 2023 was held in Shanghai, where the results of the construction of the Chinese coalition, together with the Digital Government, were excellent. On 12 May, the Chinese Federation ranked fourth of the 2022 central enterprise brand capacity-building list TOP30, with the first rank of the communications industry. As a central enterprise, China is fully committed to the new tasks entrusted to it by the new era, locating the development of Fourteen Five as the “National Team for Digital Information Infrastructure Operating Services, the Networking Power Digital Chinese Smart Society Master, Digital Technology Integration and Innovative Emissions”, and the company strategy is upgraded to a “strengthened capital, good innovation and openness”. China has branded its central corporate social responsibility, insisting on branding as a strategic high for the reputation of large countries, the well-being of their people and the fate of their enterprises, and has worked to build a world-class enterprise with global competitiveness and to build a first brand of the digital government “associated services”. At the Chinese brand fair, China was able to highlight the mission of “national teams, major forces, platoons”, with a wealth of dynamic cases, and to demonstrate a new, new paradigm of digitization of transformations at all levels of government through adherence to scientific and technological autonomy, focusing on five major players.
Enhanced digital government top-level design
China is deeply committed to the policy requirements of the Digital China Building Master Plan, Guidance on Digital Government Building, to develop a “integrated top-structure design” capacity, to develop niche, industry-led think-tank services, and to help Governments at all levels to digitize the “construction map”.
At the present China brand day, the Chinese branding hall, we have seen the promotion of digital government through a “minimizing landscape”, with China’s participation in the top-level design of 14 provincial governments, more than 260 national ministries, focused regional planning, over 300 major national and industry-oriented research and standard-setting, as well as participating in the top-level planning of the broad-east digital government, and in the intensive participation in the provincial domain governance “One Web-based” application, to assist in exploring and innovating systems of digital government models.
Digital government capacity base
As the overall interconnectivity of “peoples” leads to an exploding increase in data, there is also a higher demand for digital information infrastructure, such as network, clouds and calability. China has always maintained autonomous innovation, assembled to dominate the business, and built up information technology for digital government through the formation of a network of political elites.
China has provided high-quality services for the central e-government backbone network for 16 consecutive years, participated in the construction of the 48-ministerial executive branch network and the 31-departmental out-of-government network, and has hosted the “5+4+31+X” new data centre system for the “East count” project, with 17 provincial and 101 geo-municipal government clouds. The country has spearheaded the upgrading of the 100 G-ray network of the extra-government network to provide high-speed interconnectivity services to the provincial data centre and over 1,000 government units. The first nationwide provincial domain 5G political branch network was built in the east of the region, creating a new experience of 5G+ “Sunton” mobile offices. The city of Shenyang, which has contributed to the consolidation of 45 committees, has reduced maintenance costs, enhanced management effectiveness and further built the capacity of the digital government.
Deepening the integration of several intellectual chains into innovation
At present, through the establishment of the “6+6” capacity system, the China Federation is building a “Quality” political data platform to support a multidisciplinary integrated data service. Based on multi-year large-scale data governance and service practices, UNA-China has participated in the establishment of 15 major data platforms at the ministerial level to provide data services to 30+ ministries and to apply practice in nine provincial capitals.
In Buiang, China has joined forces to build the country’s first internal web-based data platform, which allows for safe exchange of data across the political and internal networks. In Nassir, China has established an integrated digital resource “summary” covering the province-wide cloud network, numeracy, projects, data, applications, components. In Tibet, China’s Itosensitivity delivery tool was completed on 28 days in three main issue banks, resulting in 150 system data availability.
Innovative digital government applications
The use of digital technologies helps to promote productive ways and means of life change, reconfigure the new social relations of the digital age, maintain a balanced development of social order and vitality, enhance the effectiveness of government through the promotion of intellectual innovation, enabling applications, helping to improve the performance of government functions, fully enabling high-quality economic and social development.
In terms of the scientific effectiveness of the aid-economy, the Chinese Federation has achieved a national economic performance posture through a digital economic platform, “One a screen, a glass”, which is updated on a daily basis and analyses from paper to the intellectual end. In the area of fair and equitable market regulation, China has supported the construction of “jived food” in the Gylin Province, the establishment of three risk warning models for enterprises, regions and varieties, and the transformation of the Government from “traditional regulation” to “intellectual regulation”. Intensified on the GSPs, China has integrated 109 non-emergency lines of government, which have created a “12345 hotline” for political services, forming a first-led, multi-tiered, 24-hour, one-stop public helpline system. In the context of the fine-tuning of the enabling social management, China has assisted in the construction of district government information application markets in the southern collectivities of the river, covering 60+ scenarios such as urban management, merit-based services and innovative district-level intellectual-building models. In terms of overall efficiency in the functioning of the enabling Government, the Federation also assisted in the formation of a digital structure for the government, the “operational brain” service, the “seven organs”, the formation of a new “institutional application”, and the formation of a modern government office with overall intellectual and efficient synergies.
Towards an integrated security system
When the security built by the digital Government involves data security, system security, public security, national security, etc., there is a greater need for a systematic and comprehensive security system. China has been a leader in the chain of modern industries in safety of the network, and in the focus of digital government security needs.
