July's narrative largely centered on strategic preparation rather than reactive governance. The Velora Growth Committee (VGC) observed a community actively building toward the future through delegate program development, technical innovation discussions, and transparency initiatives.
This combination of factors represented a healthy governance ecosystem in transition, with forum activity reaching 30+ discussion threads while formal voting remained deliberately measured. The community appeared focused on strengthening its foundations rather than rushing into major decisions.

Road to Velora Campaign Update, originally posted at the end of June, generated the highest visibility and gathered responses from top delegates during the month. The 4-week campaign featured PSP staking, daily quests, and referral systems to prepare holders for VLR token launch. In this update, Laita Labs provided results from the campaign, an updated roadmap for the migration timeline, and sought feedback from the community on new initiatives. In the comments, the community discussed the design of well thought-out incentive programs, the importance of timing the launch, additional reward mechanisms, InfoFi, and other important points for the broader community to consider prior to launch.
ParaSwap Delegate Incentives Program hit its 15-delegate limit, triggering the tie-breaker process outlined in PIP-58. With 16 applicants, SEEDGov applied the first criterion "voting participation over the past nine months" to finalize the list. As a result, Today in DeFi Research, who had the lowest participation across 26 Snapshot proposals, was not included this cycle.
